- This is not a notice for a solicitation, Request for Proposal, or Request for Whitepapers but for planning purposes only. This Special Notice is to advise interested members of the National Spectrum Consortium (NSC), as well as other interested parties within the U.S. technology base, that a Task Request has been issued by Advanced Technology International (ATI) for the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P) in partnership with the Department of Defense Chief Information Office. The purpose of the Task Request is for Industry and Government to collaborate in a Technical Concept Assessment through networking among Government and Consortium personnel, the exchange of ideas, the sharing of experiences and expertise, and a more in depth understanding of the challenges, risks, and opportunities associated with access to spectrum. This collaboration is encouraged in order to accomplish tacking the operational challenges associated with Autonomous DSA and Dynamic Directed Spectrum Access Operational Challenges. All Technical Concepts must have a clear and direct tie to the AWS-3 transition. However, DoD will place increased value on technical concepts which can also be applied beyond the AWS-3 transition, aligning to the overall goals and objectives of the DoD Electromagnetic Spectrum Strategy and which improve the DoD's operational capabilities within congested and contested electromagnetic spectrum environments.
