Description
The Puget Sound Naval Shipyard (PSNS) Contracting Office (Code 440) located at 1400 Farragut Ave, Bremerton, WA 98314 has a requirement for a supply contract under the Walsh-Healy Public contracts Act for shop support for the repair, maintenance and alteration requirements for U.S. Navy waterborne vessels, surface ships and submarines visiting or home ported in Bremerton, Everett, Keyport and NSB Bangor (Silverdale), Washington. Expertise and experience anticipated to be needed for the performance of this contract includes, but is not limited to, level of effort shop support involving naval vessels possessing the following characteristics: Typical ship and vessel projects may include: welding; marine pipefitting; ship fitting; blasting; painting; sheet metal forming; shaping; cutting and stamping; electrical/electronic repairs and modernization; electrical/electronic alteration; pump/motor and ship's mechanical systems repair; tank cleaning; rigging; temporary scaffolding removal/installation; lead working; fire watch; and general maintenance. Inherent in performing this contract, the Contractor(s) shall provide and are responsible for all labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, environmental management, material, equipment, and transportation necessary to perform the requirements of each ship/vessel repair delivery order issued. The Contractor shall ensure adequate resources are dedicated to comply with the standards, guidelines and procedures as stated to satisfy the requirements of delivery orders. The anticipated ordering period is five years from the date of award, via a base year and four option years. Award is anticipated to be in July 2017. This acquisition will result in multiple award, indefinite delivery indefinite quantity (MAC IDIQ) contracts awarded on the basis of lowest price technically acceptable in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The factors and associated sub factors will be an evaluation of Offeror's technical capability, past performance, and price. IDIQs will be awarded using the cost-plus-fixed-fee (CPFF) contract type. The solicitation N4523A-17-R-0005 and any subsequent amendments will be posted to this website. The anticipated posting date of solicitation N4523A-17-R-0005 is on or about the first week of April, 2017 with proposals due 30 days after solicitation posting. Complete proposal submittal requirements, statement of work, and work specifications will be included in the solicitation. Prospective Offerors are responsible for downloading their own copy of the solicitation and for frequently monitoring for any amendments. The Government is not responsible for inability of the Offerors to access the posted documents. Prospective Offerors should also register at FEDBIZOPPS on the interested vendor list under N4523A-17-R-0005. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Offerors must also be registered in the System for Award Management (SAM) at http://www.sam.gov in order to participate in this procurement. All responsible sources may submit a proposal which shall be considered by PSNS&IMF. This synopsis is not a request for competitive proposals nor is it intended to in any way create an obligation on the part of the Government.
