- THIS REQUEST FOR INFORMATION (RFI) VA262-17-N-0667 IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220 (size standard of 1000 Employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can install and remove filters as required for the VA Loma Linda Healthcare System. Brand name Info: FILTER ANNUAL SERVICE CONTRACT TO COVER THE COST FOR THE MATERIAL AND LABOR TO INSTALL NEW FILTERS AND REMOVE USED FILTERS AS REQUIRED. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested, and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicates the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hub zone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities in regards to the salient characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes? *** Submissions addressing Section (8) should show clear, compelling and convincing*** evidence that all equal to items" meet all required salient characteristics. Responses to this notice shall be submitted via email to Latricia.williams2@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Friday, April 7, 2017 at 3:00 p.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. DESCRIPTION OF SUPPLIES/SERVICES/WORK STATEMENT 1. GENERAL PROCEDURE: To establish a way to test, track and maintain filters within Air Handling Units (AHU s) and other equipment as required. Contractor shall provide trained technicians, labor, transportation, supplies, materials and equipment necessary to perform scheduled filter replacement as required. 2. SERVICES TO BE PROVIDED BY CONTRACTOR Monthly inspection of AHU s to determine what systems need to be replaced on the next monthly Periodic Maintenance. (PM) All filters are to be upgraded when possible with the goal to improve indoor air quality and reduce total costs. All spent filters are to be removed from the property and disposed of properly by the vendor. All filters will be installed with a neoprene seal, using at a minimum 4 clips per filter. When possible, the date of installation will be written on the filter. A filter log will be created and maintained by the contractor which will include location, filter type, pressure drops, date filter was replaced and any unusual observations. Filters are to be stored by the contractor at a facility of their choosing and not on site at VA Loma Linda. Exceptions on a case by case basis. Contractor will respond within 24 hours for emergency service. 3. AIR FILTER SPECIFICATIONS: Pleated Pre filters: Nominal size is 24x24x4 and is typical size used in medical centers. All pleats to be High Capacity as offered by the manufacturer. No less than MERV 8, 27 square feet of media with a pressure drop not to exceed 0.18 wc at ~500 fpm. Product requested is a Purolator DMK80 or approved equal. Mini Pleats w/ Header: Nominal size is 24x24x4 and all with headers. No less than a MERV 15 and a pressure drop not to exceed 0.21 wc @ 500 fpm. Dust holding capacity no less than 123 gms and 72 square feet of synthetic media. Product requested is Viledon MINI 95 H or approved equal. Rigid Pocket, Synthetic Pre filters: Nominal size is 24x24x18, 8 Pocket. No less than MERV 11. Pocket filter to be designed such that it does not collapse at 0 cfm and is regarded stiff. Frame is to be polyurethane and downstream gasketed with closed cell neoprene. Non-woven Synthetic filter media to be potted inside of polyurethane frame; no exterior metal in filter construction, dust holding capacity to be no less than 3000 gms at 1.5" wc and a pressure drop no higher than 0.23" wc at ~500 fpm. Product requested is a EFS F6S or approved equal. DESCRIPTION OF SUPPLIES/SERVICES/WORK STATEMENT (continued) Final Filter Vee Bank: Nominal Size 24x24x12, 4 Vee. No less than MERV 16 and 204 square feet of non-woven synthetic media. Pressure drop no higher than 0.25"wc at ~500 fpm. Dust holding capacity to be no less than 294 gms. No metal to be included in frame. Product requested is a EFS F8 or approved equal. High Volume HEPA: Nominal Size is 24x24x12, 10 Panel. No less than 99.99% and 430 square feet of wet-laid micro glass media. Pressure drop no higher than 1.00" wc at ~ 2400 cfm. Product requested is a Filtration Group / FGI HV HEPA or approved equal. Gas Phase Vee Bank Carbon: Nominal Size is 24x24x12", 4 Vee. No less than 9.8 lbs. of carbon weight and a pressure drop not to exceed.28" wc at ~ 500 fpm. Total media area is no less than 105 square feet, dust holding capacity of no less than 400 gms with a MERV 8 rating. No Metal in frame body. Product requested is a Viledon CP 1/1 or approved equal. Air Filter Installation Service VA Loma Linda Medical Center The following will be performed as part of the air filter supply and installation · Monthly inspection of most air handlers to determine what systems need to be replaced on the next monthly Periodic Maintenance (PM) · All filters are to be upgraded when possible with the goal to improved indoor air quality AND reduce total costs. · All spent filters are to be removed from property and disposed. · Filters installed will all be gasketed with a neoprene seal. 4 clips per filter · A filter log will be created and maintained which will include type filter, pressure drops date filter replaced and any unusual observations. · Filters to be stored at AFC's facility in Norwalk. As a rule, no filters to be stored at LL VA Med Ctr except for very few exceptions. · AFC will keep a stock of all your filter types in case of emergencies. · AFC crew will be the same from month to month to build familiarity with your HVAC systems and crew.
