- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK FOR MA NATIONAL GUARD CHILD & YOUTH PROGRAM'S MILITARY YOUTH SUMMER CAMP OBJECTIVE: The objective is to provide two 5 day, 4 night, overnight co-ed adventure summer camp experiences for Massachusetts National Guard (MANG) children and youth with qualifying housing and dining facilities. The camp shall gather military children and youth from around Massachusetts to assist them in making connections and developing a peer group with other military youth through shared adventure experiences in a traditional camp environment. Camp Dates: Desired Dates: Week one : July 9, 2017 - July 14, 2017 Week two : July 16, 2017 - July 21, 2017 Camper Ages: Grades 3-12 as of Fall 2017, Minimum age 8, Maximum age 16 Genders: Males and Females Number of Campers: 50 each week Location: Within Massachusetts CAMP SHALL PROVIDE: The camp shall provide a fully staffed, fairly remote, outdoor/nature-oriented summer adventure camp for children and youth of the Massachusetts National Guard Child and Youth Program (MANGCYP) to include: • At minimum, 1 Camp Director, 1 full-time certified cook. • 1 Counselor for every eight (8) military youth campers. • Clean and well maintained, gender separated cabins with beds for each of 50 campers with a same gender counselor sleeping in each cabin at a ratio of at least 1 counselor for each 8 campers. • Twenty-four (24) hour camper supervision by trained, background checked camp staff at least 18 years of age. • At minimum, 1 medical staff member available 24 hours a day, trained and certified in child and adult CPR and first aid for treating children and monitoring medication and medical conditions. • Clean and maintained shower and toilet facilities, separated by gender. • 1 designated storage/office area for the MANG to use for materials and supplies that is centrally located (ie. an empty cabin, shed, office space etc.) • Appropriately staffed and inspected kitchen with current food safety certification (ServSafe or equivalent) in dining area. Vendor will provide access to potable water for campers at all times. • Adjustments must be made for any camper with specific food allergies. The government shall provide the number of attendees that have food allergies and what specific food allergies they are. • Access to water with at least three (3) of the following activities available and staffed with a certified lifeguard and certified instructor (where necessary) during activity time: marine biology lessons, swimming, sailing, kayaking, canoeing, or other aquatic activities. • At least one high adventure activity, such as a high/low ropes course or a rock wall, that is safety certified and staffed with a certified staff member. • Facilities, grounds, access and materials for at least 3 traditional camping experiences such as arts and crafts, camp fires, cookouts, field games and sports, nature walks, etc. • Large open area that can allow for large, static military displays for military appreciation day. Displays shall be supplied by the Government. • Large indoor facility that can hold all campers, staff, and volunteers to be used for activities during inclement weather and nighttime activities, ie. Camp talent show. • Communication with Lead Child and Youth Program Coordinator (LCYPC) and/or State Family Program Director and/or Military Point of Contact (MPOC) and/or Child and Youth Behavioral Military Family Life Counselor (CYP-MFLC) regarding health, well-being, questions, concerns, and management of campers throughout the week of camp. They shall be used as a resource for military campers and staff working with military campers. • Daily after action meeting with LCYPC/SFPD/ MPOC to discuss any questions, concerns, or actions that need to be addressed. • Camp, camp staff and campers must be covered by camp's liability insurance. • The camp assumes ALL direct and indirect safety liability. • Provide the LCYPC/SFPD/ MPOC with pertinent camp registration documents (medical, camp liability, etc.) to be included in camper registration process no later than May 1, 2017. • Provide the LCYPC/SFPD/ MPOC with full descriptions/camp plans/schedules/emergency procedures and other reasonable requests for information at least 45 days prior to beginning of the first day of camp. Work with LCYPC/SFPD/ MPOC to coordinate final schedule 15 days prior to beginning the first week of camp. • No public advertising or information shall be shared about who is in attendance during the week of the MANG camp or who the customer is. All advertising for attendance at the camp shall be done through the MA National Guard Child and Youth Program (MANGCYP) and its partners. • Collaborate with and allow for the LCYPC/SFPD/ MPOC, the Government, and its partners to deliver the following: GOVERNMENT SHALL PROVIDE: • Organization and execution of the registration process to ensure camper eligibility • Communication and collaboration with Camp Director regarding staff training, logistics, schedule, activities, registration process, etc. • Training for camp staff about unique qualities of military kids and families and their exceptional strength, concerns and issues and develop activities and themes to support/address these strengths, concerns, and issues prior to the start of camp. • Campers with activities, education and/or sharing opportunities designed specifically for military children and youth, to help them: a. form bonds/connect with other military children and youth b. learn to express themselves and communicate effectively c. explore their unique strengths, concerns and issues d. build resiliency and healthy coping mechanisms • Coordination of all extra-curriculum activities during the day and evening programming not provided directly by the camp. • Static military displays if a "Military Day" is planned TECHNICAL EVALUATION CRITERIA: 1. At least six (6) different activities offered, must include aquatics, with certified staff responsible for running activity 2. Camp grounds must have a large open space that can allow for large, static military vehicle displays. 3. Camp needs to provide a large indoor facility that can hold all campers, staff, and volunteers to be used for activities during inclement weather and nighttime activities. 4. Camp needs to provide proof of liability insurance. 5. Camp location is no more than 30 miles from a hospital 6. Camp must be an ACA (American Camp Association) Accredited Camp PAST PERFORMANCE EVALUATION CRITERIA: 1. Provide three (3) references for camps/events conducted within the past three (3) years that are similar in size and magnitude as it relates to participants and activities. PRICE EVALUATION CRITERIA: 1. Technical and Past Performance are approximately equal to cost or price. 2. Contracting Manpower Reporting (CMRA): 3. 4. Per sections 235 and 2330a of title 10, United States Code, "The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Army National Guard via a secure data collection site. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
