Description
I. BACKGROUND INFORMATION Principal Investigator needs project management services to handle day-to-day tasks related to the coordination of multiple Hantavirus DNA vaccine clinical trials. II. PURPOSE AND OBJECTIVE OF THE PROCUREMENT A Hantavirus DNA vaccine is currently in clinical evaluation. A project manager is necessary for overseeing the day-to-day tasks involved in bringing the product through the FDA IND approval process. This includes ensuring that all necessary documents are completed and submitted on time and coordinating and communicating with the various groups involved in the process such as the Integrated Product Team (IPT), Milestone Decision Authorities, and the FDA. The purpose and objective of this procurement is to obtain these project management services to support the ongoing clinical studies and related research. III. CONTRACTOR REQUIREMENTS The contractor shall provide project management services (part-time approximately 480-520 hours per year) for ongoing Hantavirus DNA vaccine clinical studies. This will include the following tasks: 1) Provide scientific, technical, administrative and analytical support for the Integrated Product Team (IPT) and overall project portfolio. 2) Ensure that all reports, supporting documents, and required information for regulatory product submissions and packages are completed, submitted on time, and archived appropriately. 3) Serve as central communication and coordination of all groups involved in IND process including IPT, Milestone Decision Authorities, and the FDA. Participate in meetings and discussions with FDA and Milestone Decision Authorities. 4) Assist in preparing, organizing, convening and conducting weekly IPT meetings and other meetings as necessary, prepare meeting agendas, document meeting minutes, comments, and dialog. 5) Disseminate pertinent information among stakeholders and communicate progress and need for reports, documents and other information. IV. TASK MEASUREMENT 1) The contractor must maintain records of all documents and communications related to Hantavirus DNA vaccine program. 2) The contractor shall provide progress reports as requested and communicate to IPT when required tasks are completed. V. ADDITIONAL INFORMATION The Government anticipates a contract with a Period of Performance of one (1) twelve-month base period plus four (4) twelve-month option periods. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. It is requested that all interested parties submit to the contracting office a brief capabilities statement package (no more than 10 pages in length) demonstrating its ability to perform the requested services and prior experience with similar requirements. Responses are due Wednesday, April 5, 2017 by 2:00 p.m. Eastern Time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
