Description
The work includes construction (design-bid-build) of a new 34.5kV underground electrical transmission line from Harmon Station to the future Naval Communications Telecommunication Station (NCTS) Finegayan Substation and from the future NCTS Finegayan Substation to the Anderson Air Force Base Main Station. The project also includes electrical manholes, 34.5kV rated aluminum cables, fiber optic cable (for short circuit protection and relay coordination), circuit breakers, associated protective device, reprogramming of 34.5kV supervisory control and data acquisition (SCADA) systems, installation, terminations and splices of 34.5kV cables. The project involves trenching, horizontal directional drilling as needed, installing 4-155 mm (6in) conduits and 1-103 mm (4in) conduit and several manholes along the route from Harmon substation to Anderson AFB substation. Also included will be the removal of Munitions and Explosives of Concern (MEC) and Unexploded Ordnance (UXO). Work will be performed at Joint Region Marianas, Guam. The estimated dollar value of the required services range between $25,000,000 and $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237130 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 900 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety The Request for Proposal (RFP) will be available on or about 19 April 2017. The RFP contains sensitive but unclassified information which is For Official Use Only (FOUO) . All individuals who will be receiving the sensitive information must comply with the requirements of DoDM 5200.01 dtd 24 Feb 12. Potential offerors/subcontractors/supplies shall provide the exact names of the personnel who will be accessing the information (e.g. stating our proposal team is insufficient). The Non-Disclosure Form provided as Attachment (1) shall be completed and returned to leslie.takayama-ho@navy.mil. Further, you must destroy all electronic and /or hard copy versions of FOUO documents. You must also comply with basic contract clause DFARS clause 252.204-7000, Disclosure of Information. Upon receipt of the non-disclosure statement and the list of personnel, the RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1300 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Amendments will normally be posted to the website https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1300. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre-proposal site visit is scheduled for 18 May 2017, 09:00 a.m. ChST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.
