Description
SPECIAL NOTICE: INTENT TO SOLE SOURCE The Roudebush VA Medical Center, located in Indianapolis Indiana has a requirement for a combination instrument that integrates two otherwise separate pieces of technology. The TI950 TriboIndenter nanoindenter (purchased from Hysitron/Bruker Nano) which will be integrated with the Raman Spectroscopy (to be purchased from Renishaw). The TI950 TriboIndeter Nanoindenter, when integrated with the Raman Spectroscopy, is designed to (a) measure material properties of samples (biological tissues, cells, engineered materials) via tru nanoindentation, and (b) complete localized chemical composition/structure of the tissue. The TriboIndenter will be integrated with a Raman Spectroscopy for quantifications of material properties of biological tissues and characterization of chemical properties of biological tissues. The instrument provides two normally different types of analyses, but does it together at the Nano-scale level so that variations due to spatial tissue heterogeneity can be avoided. Direct integration of Raman Spectroscopy into the TriboIndenter will open a broad variety of correlative techniques. Raman spectra before and after a mechanical nano-indentation can be acquired in an automated manner. Raman mapping around indents can be executed to study characteristic peak shifts due to compression/tension stress field. Renshaw and Bruker will work together to integrate this equipment. Bruker (formerly Hysitron) will work closely with Renshaw, Inc. to, integrate, test, disassemble, deliver, re-assemble and train personnel on this unique equipment. Period of Delivery: The equipment estimated delivery period will be from 4/15/2017 through 9/30/2017 Place of Performance: Delivery of the equipment will be made to the Roudebush VA Medical Center located in Indianapolis, Indiana. Type of Contract: Firm Fixed Price This notice is not a request for competitive proposals, but a notice of Intent to Sole Source to the following: Bruker for the TI950 TriboIndenter nanoindenter Renshaw, Inc for the Invia Raman Spectrometer. However; any responsible source who believes it is capable of meeting the requirement of providing an integrated TI950 TriboIndenter with the Invia Raman Spectrometer may submit a capability statement to the contracting office no later than Monday, April 10, 2017 1:30 PM EST. Interest/capability statements may be sent to Linda Buccigrossi at linda.buccigrossi@va.gov and should include company name, address, point of contact, business size, and product information. No telephone responses will be accepted. This notice is to assist the Government in determining sources only. A solicitation is not currently available. If a solicitation is issued, all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
