- This is a Sources Sought is to determine the availability of potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The Department of Veterans Affairs, Sierra Pacific Network VISN 21, is conducting market research to determine potential contractors that can perform vibration analysis and establish baseline of boiler fan motor conditions. This service would include data collection, analysis, site installation review and reporting (with equipment specific recommendations at the Veterans Affairs Palo Alto Health Care There is no solicitation document as this time. The NAICS is 811219 with Small Business size of $20.5 million. Draft Statement of Work: PURPOSE: Perform vibration analysis and establish baseline of boiler fan motor conditions. This service would include data collection, analysis, site installation review and reporting (with equipment specific recommendations). SCOPE OF WORK: Contractor will provide all labor and materials to perform a vibration analysis of the boiler fans for the VAPAHCS. There are three boilers at each of the divisions for up to total of nine fan /motor units to be tested. Two vibration analyses of up to nine boilers will be completed annually with approximately 6 months apart. The date of service will be coordinated with the Boiler Plant Supervisor based on Boiler Plant operations schedule. Data collection points will be taken from the boiler fan motor bearings at least three boiler load positions. Minimum fire, 50%, and 100% load positions. Contractor will provide an analysis report and recommendation based on the findings within ten days of the completion of the service. The boilers that are down for maintenance will be exempt from the testing, if boiler conditions prevent being able to test the fan/motor unit. This should be noted on the vibration analysis report. The service contractor shall provide a cost schedule based on per unit pricing a minimum of six units tested, but possibility of a total nine based on the operation condition boilers. Example: The first six would have a higher price schedule, and then any additional units would be at the slightly lower cost. LOCATION OF WORK: Palo Alto Division at 3801 Miranda Ave, Palo Alto, Ca. 94304 Bldg. 40 Menlo Pak Division at 795 Willow Road, Menlo Park, CA 94025 Bldg. 114 Livermore Division at 4951 Arroyo Road, Livermore, CA Bldg. 6 PERIOD OF PERFORMANCE: Contractor will perform the first site service visit within 60 days of contract award. The second will be approximately six months after first visit. Scheduled service visits will be coordinated with the Boiler Plant Supervisor. ACCEPTANCE CRITERIA: The vibration analysis and reports shall be completed based upon applicable ANSI/HI/API standards. Reports are to be complete and submitted in a timely manner. DELIVERABLES: Service reports of the individual vibration analyses will be submitted within ten days of work being completed. The COR will receive the reports and pass them on to the Boiler Plant Supervisor. WARRANTY: Work is to be guaranteed for a period of one full year (365 days) past date of acceptance by COR/VA If your company provides vibration analyses and establish baselines, please provide the information requested below: 1.
