- April 4, 2017 Notice of Intent FDA-NOI-1178438 Title: Long-term Impact of Foodborne Illnesses: burdens, costs, and public health The Food and Drug Administration intends to award a Sole Source firm-fixed price purchase order to The University of Arizona, located at 1295 N. Martin Tucson, AZ 85721. In accordance with FAR part 6.302-1, the contractor is the only responsible source who can provide the required services as no other source has been identified who can provide the services and repairs needed to satisfy the agencies requirements. The Center for Food and Safety Applied Nutrition is looking to advance the understanding of the chronic burden of foodborne illness. The purpose of this notice is to inform the public that, FDA anticipates issuing an award for research on the chronic burden of foodborne illness (FBI) to the University of Arizona. The data collected by University of Arizona is longitudinal data that is collected from participants in prospective cohort studies conducted over several years. Because these data are collected over time, they can be analyzed to reveal what exposures occurred prior to health outcomes, as well as the severity and duration of these outcomes. These data are critical to understanding relationships between exposures to foodborne pathogens, such as Salmonella and Campylobacter bacteria, and development of chronic conditions over time to better estimate the burden and cost of foodborne illness and to prioritize regulatory resources appropriately. University of Arizona is conducting the only known ongoing longitudinal study in a major metropolitan area of the US where they are collecting data over time on the chronic, long-term health consequences that occur after exposure to foodborne pathogens, including Salmonella and Campylobacter bacteria. The longitudinal data collection for this study includes Campylobacter and Salmonella strain specifics, as well as severity and duration of health consequences. The North American Industrial Classification System (NAICS) Code is 541712 Research and development in the Physical, Engineering, and Life Sciences (Except Biotechnology) TASK TO BE DELIVERED: A. Analyze Prospective Data on FBI Sequelae The contractor shall analyze Campylobacter and Salmonella infections to help determine the incidence, severity, type and duration of the outcome in the data. B. Development of Questionnaire for Health Care Providers FBI sequelae The contractor shall design a survey targeting health care providers, primarily Gastroenterologists, Rheumatologists and Primary Care Providers regarding foodborne illness (FBI) sequelae. C. Comprehensive Review of Relevant Literature on FBI Sequelae The contractor shall carry out comprehensive review of available literature including selecting appropriate literature for review, conducting the review of that literature, identifying gaps, and summarizing methods and findings. D. Communication of Findings The contractor shall develop appropriate public facing deliverables that may include scientific manuscripts and conference materials. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to University of Arizona, within approximately ten (10) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
