Statement of Work for fabrication of Mine Countermeasure Targets ANNOUNCMENT FOR Fabrication of Mine Countermeasure Targets MK 49 MOD 1, MK 51 MOD 0, MK 52 MOD 0, MK 53 MOD 0, and MK 53 MOD 1 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPEITIVE PROPOSALS. The Naval Surface Warfare Center (NSWC), Panama City Division (PCD); is soliciting information from potential sources to provide the fabrication and delivery of Mine Countermeasure Targets MK 49 Mod 1, MK 51 Mod 0, MK 52 Mod 0, MK 53 Mod 0, and MK 53 Mod 1. NSWC PCD anticipates a Firm-Fixed Price (FFP) Indefinite Delivery - Indefinite Quantity (ID/IQ) type contract with one (1) base period of twelve (12) months with four (4) option periods of twelve (12) months each for a total of five (5) years if all options are exercised. The requirement for all tasks performed under this contract shall be UNCLASSIFIED. The contractor shall fabricate, assemble, and deliver production targets in shipping containers as specified in the applicable drawings in quantities requested by the Navy to the delivery destination as called out in each delivery order. All targets shall be packaged in accordance with their respective drawings. A first-article of each target may be required. Production targets shall be fabricated and assembled with the same materials and the same processes that were used to manufacture the First Article units. The SOW is included with this announcement and specifies the technical requirements. This is a follow on to N61331-13-D-0019 and the incumbent is Miller Marine. NSWC Panama City Division (PCD) plans on releasing the solicitation electronically only on or about 14 July 2017. Delivery of equipment will be shipped to the Naval Support Activity - Panama City, 110 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 332710 applies. SBA Size Standard is 500 employees. FSC is 1350. Vendors should regularly access the website to ensure they have downloaded all applicable documents for this requirement. All interested vendors shall submit a capabilities statement as follows: Responses must include the following: (1) Describe capability of performance as related to DRAFT Performance Work Statement (PWS); (2) Provide name and address of firm; (3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS Number if available; (5) Include number of years in business; and (6) Provide two points of contact including: name, title, phone, fax, and e-mail address. (7) If partnering with another company, describe capability of performance of partner company or business attributes desired to ensure the partner company is capable of performance.
