- Shout Nano - Iridium Personal Tracker Combined synopsis/solicitation W81A9P63120001 Shout Nano Iridium Personal Tracker FY17 is being issued as a Request for Quotation. Northern America Industry Classification System Code (NAICS) is 517410, Satellite Telecommunications. The Utah National Guard has a requirement that will be filled under this combined synopsis/solicitation. This award should be able to be filled by a single vendor. This requirement calls for 40 Shout Nano - Iridium Personal Trackers, Lin No. - 09065N, NSN - 582501C174319, Auth - 50-909 Table 81. These trackers will be provided to four (4) different Utah National Guard (UTNG) units on three (3) different CLINS (CLIN 1 has QTY 4, CLIN 2 has QTY 10, CLIN 3 has QTY 26). Provide quotes to, Contract Specialist William (Billy) T. Brown III at email: william.t.brown68.civ@mail.mil. The government intends to award this contract without discussions; as such, only quotes from those who provide proposed quotes in a timely manner will be considered. Quotes must be emailed to William (Billy) T. Brown III at the email listed above. Quotes should include delivery costs, either as a separate line item or included in the price of the trackers. SPECIFICATIONS OF GPS DEVICES (CONTRACT MUST INCLUDE THESE ITEMS): • DOD provisioned • Iridium short burst data • PMS formatted • Custom configured per user, with unique AES 256 encryption key, DISA dissemination and DOD/Commercial routing on SIPR/NIPR/JWICS • Custom configuration must also include user defined backscreens, antenna options, GUI based menus, icons, and settings • Encrypted tracking devices with removable Iridium antenna and emergency button • Each device must be assigned a unique TAG ID and call sign and a secured emergency lever. • Package must include (40) TBI-HHTS-001, (40) micro USB charging cables, (40) 110V wall-plugs, system configuration, system integration, end-to-end functional testing, and 1 year of technical/upgrades/warranty support each device will be packaged in an individual box with one of each accessory. • Must provide NET training and be included in total cost. Evaluations Factors: The contract type for this procurement will be a firm-fixed price and award shall be made on the basis of Lowest Price Technically Acceptable (LPTA). An LPTA quote is one that is the lowest price while meeting the technical requirements of the Government. A lowest quote may not be the successful quote if it does not meet technical requirements (i.e. the Government still reserves the option to award to other than lowest quote if the lowest quote does not meet technical acceptability). All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the Government as long as they are provided in a timely manner and meet the requirement of the item being sought. In addition to providing pricing each quote must include vendor's CAGE Code, DUNS number, Federal Tax Number (TIN No.), and must include point of contact (POC) information. Please provide your submission to the United States Property and Fiscal Office (USPFO) Purchasing and Contracting Division no later than 2:00 pm (Mountain) 10 April, 2017.
