The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission or participation in response to this announcement -- the entire cost of any submission or participation will be at the sole expense of the source. The Government will not reimburse respondents for any questions submitted, information provided, or participation in the industry day as a result of this notice. SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-17-R-6300, for the development, production, and test of the Barracuda Mine Neutralization System (Barracuda) as part of the Littoral Combat Ship (LCS) Mine Countermeasure (MCM) Mission Package (MP). The Barracuda will be initially deployed from the MCM Unmanned Surface Vehicle (MCMUSV). This system will be used to neutralize mines that have been previously located by other mine countermeasure assets. The Barracuda will be a modular, low cost, semi-autonomous, expendable neutralizer conforming to the form factor of an A-size sonobuoy. Barracuda will use wireless communications, allowing for tetherless operation from the deployment platform. Barracuda will be hosted aboard the LCS to execute MCM missions and at shore-based MCM operations to perform Fleet training. Barracuda will conduct reacquisition, identification, and neutralization from the surface through deep water during day and night operations. Based upon the complexity, magnitude, and duration of the requirement, the Government's market research indicated that there are not two or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)). The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. The Government anticipates releasing the final Request for Proposal (RFP) between the third and fourth quarter of fiscal year 2017.
