- Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source, Mangione Enterprises Of Turf Valley Limited Partnership, to provide an all-inclusive conference facility for Building the Foundation for Visionary Leadership (BFVL) course for FHWA employees. FHWA's requirement is for an all-inclusive facility which is necessary for the type of training being conducted. These services include rooms during the training period, food with dietary variations, indoor and outdoor private areas, and a central location to airports, Department of Transportation Headquarters, and senior staff. Turf Valley is the only viable facility for this event because other comparable facilities do not offer all the services necessary for the Government's training. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
