- The United States Coast Guard (USCG) in collaboration with the United States Navy (USN) is continuing to conduct market research for the Heavy Polar Icebreaker (HPIB) acquisition. In accordance with FAR 15.201 (e), the purpose of this Request for Information (RFI) is to notify Industry that the USCG is releasing the draft HPIB System Specification, and to request feedback from industry. In industry's response to this RFI, USCG requests the following: 1. Provide comments on the draft HPIB System Specification via the document (Excel) titled "Comment Submittal Form for Draft HPIB System Specifications." 2. Identify sections of the specification where clarification may be needed. 3. Identify risks or issues to the program's acquisition objectives, which include affordability, producibility, technology and sustainability. 4. Identify potential opportunities for improvement in the draft HPIB System Specification that should be considered. Page 1 of 3 https://The draft HPIB System Specification requires the HPIB to be classed by the American Bureau of Shipping (ABS) to the ABS Rules for Building and Classing Steel Vessels, January 2017 (Steel Vessel Rules - SVR). The draft HPIB System Specification contains sensitive information relating to critical technology which must be protected from release to unauthorized, non-U.S. entities and parties not having a valid need to know. The draft HPIB Systems Specification is marked as "Distribution Statement D." Due to size limitations, the draft HPIB System Specification will be posted to FedBizOpps (FBO) via multiple document packages which will be deemed "limited access" and "export controlled." All vendors must be granted "explicit access" by USCG in the FBO system in order to gain access to these limited access or export controlled packages. The USCG does not intend to grant vendors access to these documents outside of the FBO site. Additionally, in order to access this document or individual sections, vendors must be certified as a U.S. or Canadian Contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS).Vendors must attach proof of JCP certification to their HPIB Draft Systems Specification requests. Instructions and procedures for being certified by JCP can be found at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Only those vendors that have current certification by JCP will be able to be granted explicit access to these packages via FBO by the USCG. The USCG is prepared to release to each company: • the draft HPIB System Specification (or the specific sections of the HPIB System Specification, requested by the vendors.); and • the draft HPIB System Specification Comment Submittal Form. The following sections of the draft HPIB System Specification are currently available: • 000 - General Guidance and Administration • 100 - Hull Structure • 200 - Propulsion Plant • 300 - Electrical Plant • 400 - Command and Surveillance • 500 - Auxiliary Systems • 600 - Outfit and Furnishings • 700 - Armament The USCG may have contracted support personnel assisting in the administration and review of this RFI. All USCG support contractors have Non Disclosure Agreements (NDAs) on file with the Contracting Officer of record, and therefore are prohibited from sharing any data marked as proprietary. Proprietary or business confidential markings that limit distribution to the USN or USCG support contractors should be included only where warranted. Updates on the HPIB acquisition, including future planned market research/industry engagement, will be posted on the Federal Business Opportunities website. This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation. Responses to this RFI must be submitted on the form provided and emailed to Icebreaker@uscg.mil. In order to support this RFI and for the USCG and USN to benefit from all submitted information, responses are requested no later than 16 June 2017 at 11:00 am ET. Incremental submission of comments is encouraged. Please make your comments and justification for your comments as comprehensive and complete as possible.
