- National Council on Radiation Protection and Measurements (NCRP) study on Low Dose Health Effects on DON employees who received low levels of radiation exposure while employed by the DON. The Naval Sea Systems Command intends to issue a sole source Firm Fixed Price contract to The Radiological Controls Program Office (SEA 04N) to National Council on Radiation Protection and Measurement (NCRP), 7910 Woodmont Avenue, Suite 400, Bethesda, MD 20814 to procure a study to evaluate the associated health risk to DON personnel who have received low levels of ionizing radiation exposure. SEA 04N's mission is to provide management and oversight of all uses of ionizing radiation applied to environmental remediation, industrial operations, research, and fleet operations within the Department of the Navy (DON). In managing the radiation safety programs within these operations, SEA 04NB establishes the program requirements, provide licensing/authorization services, and perform inspections to ensure compliance with Federal and State radiation safety standards. SEA 04NB is also responsible for providing radiation safety related training for DON commands. The SEA 04NB Director sits on the Naval Radiation Safety Committee which has been issued a Master Material License by the Nuclear Regulatory Commission (NRC). SEA 04N has a requirement for a study to evaluate the associated health risk to DON personnel who received low levels of ionizing radiation exposure. The Study would include approximately 150,000 DON personnel within the Million Person Study (MPS) of Low Dose Health Effects who have received low levels of radiation exposure while employed by the DON. The study will enhance DON knowledge of the health risks associated with low level exposures to ionizing radiation. The study would include determining whether impacted DON personnel are alive or deceased and if deceased identify the cause of death. The study would also include evaluating and quantifying the health risk of low level radiation induced leukemia, all other cancers, and non-cancers such as cardiovascular disease. The study would also evaluate and quantify the risk of developing mesothelioma from the combination of low levels of radiation and exposure to asbestos. Pursuant to 10 U.S.C. 2304 (c)(1) and 6-302-1(c)(1), NCRP would provide SEA 04NB with recommendations concerning protection against radiation through the collection, analysis, development, and dissemination of information in the public interest. The work of the NCRP has a significant impact on almost all activities in the United States which utilize or create radiation. The recommendations and studies promulgated by the NCRP provide the scientific basis for radiation protection efforts throughout the country. The period of performance for this contract is anticipated to be a one year base with four one year options. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, within fifteen (15) days after the date of publication of this synopsis. Any submissions will not be reimbursed by the Government - the entire cost of any submission will be at the sole expense of the source submitting the information. The Government will make a determination whether or not to compete this proposed contract based upon its analysis of responses to this notice. The Government's determination is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
