- RFP SP4703-17-R-5002 Vendor Questions/Government Responses (Q&R) RFP SP4703-17-R-5002 (Amendment 5 Changes are highlighted) This amendment is being issued to Re-open, Request for Proposal (RFP) SP4703-17-R-5002, changes are as follows: Note: Current offerors submitting changes to their proposal need only provide the specific sections changed based on this amendment. 1. Indefinite Delivery / Indefinite Quantity (IDIQ) Performance Work Statement (PWS) AND the 1st Task Order PWS, Section 2.5 PERSONNEL; 2.5.1 Personnel Qualifications, Labor Categories and Key Personnel Minimum Requirements; the first paragraph is hereby replaced with the following verbiage: The vendor shall ensure all personnel (including key and non-key personnel) possess the skills, knowledge, training, experience, and certification(s) required to perform the services required bythe contract. Although key personnel may have cross-functional training, the vendor shall identify a single full time individual personnel or equivalent. In lieu of a full three (3) years consulting, advising, and working with Federal Government Senior Leaders (Flag Rank Officers and Senior Executive Services) or a full five (5) years of certified LSS MBB and a full five (5) years of certified PM experience, offerors may propose comparable skills or experience to offset a portion of the deficiencies in the full three (3) year or full five (5) year skills and experience requirements of proposed personnel. For example, the Government may consider an extensive background working with industry leadership (CEO, COO, etc.) or a demonstrated history of successfully coaching MBB candidates through certification to be the type of skills and experience that offsets a portion of the full three (3) year or full five (5) year skills and experience requirements. Candidates must meet all requirements, with comparable skills or experience only offsetting a portion of the deficiencies in the full three (3) year or full five (5) year skills and experience requirement, not the full three (3) year or full five (5) year skills and experience requirement. Comparable skills or experience will only be considered if the government judges the applicant capable of fulfilling all aspects of the contract as required by the role, and the comparable skills or experience must satisfy an identified contractual requirement. All personnel MUST have excellent written and spoken English communication skills. Any hiring or other personnel action taken on candidates whose resumes do not meet all stated criteria prior to government approval is at the risk of the vendor. 2. PWS Section 3.4.4 Past Performance Questionnaire: A Past Performance Questionnaire (Attachment 3). Vendors shall send copies to previous customers in order to document past performance. The questionnaire shall be completed by the vendors' customers, and emailed directly (PREFERRED METHOD) or faxed by those customers to the following address no later than 17 April 2017: ellen.steinmetz@dla.mil. 3. Vendor Questions/Government Responses (Q&R): Responses to vendor questions #57 and #60 have been revised. (See attached Q&R). The RFP closing date is April 17, 2017, 10 am, Eastern. All other terms and conditions remain unchanged.
