Description
OSWV VISMODs Intent Example of I-MILES TVS installed on a vehicle MIL-PRF-296128 Performance Specification: Training Data Products Disclaimer: This RFI is for Market Research purposes only and is being used as an instrument to identify potential technologies and sources that can provide the capabilities described within this notice. The information provided in this notice is subject to change and is not binding on the Government. This notice does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to determine its acquisition strategy. Additionally, all submissions become Government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to the RFI. We are strongly considering organic capabilities to fulfill this requirement. Background: The Government originally conducted market research for the Opposing Forces Surrogate Wheeled Vehicles (OSWV) Visual Modifications (VISMODs) for the Combat Training Centers (CTCs) in March of 2016 under W900KK-15-RFI-OWSV. The Government is revalidating that market research and requests industry partners to respond again to this request for information even if they had responded to the prior market research. Description of Program Requirement: The OSWV Program supports the CTCs Opposing Forces (OPFOR)/Contemporary Operational Environment (COE) Pillar capability by providing OSWVs, technical vehicles, unique VISMODs, and Civilian on the Battlefield Vehicles (COB-Vs). This capability provides for an accurate replication of an OPFOR and COB-V environment that rotational units must train against. The OSWV fleet is a collection of wheeled vehicles, used as training aids to portray threat vehicles including tactical vehicles, technical vehicles, and COB-Vs. These vehicular training aids are essential to the Army's ability to simulate the capability of enemy maneuver forces countering Unified Land Operations (ULO) during Maneuver Combat Training Center (MCTC) Decisive Action (DA) rotations. Each type of OSWV is composed of three components: the vehicle, VISMOD to make it appear as an OPFOR vehicle, and the Tactical Engagement Simulation System (TESS) paired to the Instrumentation System (IS) required to participate in CTC rotations. Both TESS and IS are developed under the Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) and Combat Training Center Instrumentation System (CTCIS) programs of record, respectively, with their own inherent requirements. TESS and IS development will not be included in this effort; however, OSWV VISMODs shall be able to attach existing TESS and IS systems using vehicle power (see Attachment 2). The OSWV effort will require design, development, integration, testing, management, documentation, and delivery of OPFOR VISMODs to be adapted for the Stryker's, High Mobility Multi-purpose Wheeled Vehicles (HMMWVs), Family of Medium Tactical Vehicles (FMTVs) and commercial vehicles (See Attachment 3). The VISMOD design will use both tactical base vehicles temporarily converted into threat representation and be required to convert back if needed return to the Army inventory and commercial vehicles. The VISMOD design will not affect the original form, fit, or function of the vehicles used. The VISMODs shall be durable enough to withstand strong vibration and impacts commonly found on dirt roads and uneven terrain, and have signature fidelity for visual and thermal (paint on modifications must match reflectance of standard US paint and thermal shall replicate physics that match threat as closely as possible). The VISMODs shall be safe, crew and passenger accessible, and be sufficiently distinct from Blue Force (BLUFOR) system platforms. VISMOD examples include: light/medium and heavy machine gun, VISMOD mortar systems, and VISMOD air defense modules. PdM LTS is seeking to procure OSWV VISMODs to depict opposing force vehicles present in theater, and to field them to Continental United States (CONUS) and Outside the Continental United States (OCONUS) CTCs, to include Germany. Instructions to Responders: Responses shall be sent via email to tracy.a.drowne.civ@mail.mil NLT May 28, 2017 4:00 p.m. EDT and include: 1. A capability statement (limited up to 15 pages including the coversheet) that provides the following: a. A description of your company's capability in producing similar efforts consistent with requirements stated in this RFI. Provide Operational Availability and Mean Time Between Failure of items produced, if any. If so, include customer usage and operating environment conditions. b. Discuss your company's manufacturing capability to include the ability to manufacture required quantities stated in this RFI. Include a schedule illustrating how long it may take your company to manufacture listed VISMOD quantities (HMMWVs - 39; Strykers - 42; FMTVs - 12; Technical - 114). (See Attachment 3) c. Discuss your company's ability and familiarity with integrating VISMODs onto various types of vehicle platforms and testing VISMODs. d. Contractor Logistics Support (CLS) is defined as the performance of maintenance and/or materiel management functions for a system by a commercial activity or contractor sustainment of a system that is intended to cover the total life cycle of the system. Interim Contractor Support (ICS) is defined as temporary contractor support in lieu of organic capability for a predetermined time that allows a Service to defer investment in all or part of required support resources, e.g., spares, Technical Data (TD), support equipment, and training equipment, while an organic support capability is phased in. ICS includes the use of commercial support resources and the use of contractor support for initial fielding. Discuss your company's ability to conduct CLS and ICS. e. A technical data package is a technical description of an item adequate for supporting an acquisition strategy, production, engineering, and logistics support. The description defines the required design configuration and procedures to ensure adequacy of item performance. It consists of all applicable technical data such as drawings, associated lists, specifications, standards, performance requirements, quality assurance provisions, and packaging details. Discuss your company's familiarity with developing and providing a technical data package. f. Discuss your company's ability to develop training products IAW MIL-PRF-29612B (see Attachment 1) and execute New Equipment Training (NET) at fielding locations. g. Instrumentable-Multiple Integrated Laser Engagement System (I-MILES), Attachment 2, provides real time casualty effects necessary for tactical engagement training in direct fire, force-on-force training scenarios and instrumented training scenarios. The minimum I-MILES system requirements are as follows: (1) A power source pick up point. (2) A way for cable runs to preclude opening of doors or hatches. (3) Dedicated mounting locations for the vehicle kill indicators and detectors. (4) Pick up points off the intercom. Discuss your company's familiarity and ability to integrate with I-MILES. h. State whether your company plans to perform all the work associated with this effort or if you plan to subcontract to meet the requirements of this effort. If your company plans to subcontract to meet requirements, please describe what work your company will do and what work will be subcontracted. i. Please provide a Rough Order of Magnitude (ROM) for the design, integration, test, manufacturing of desired quantities (see attachment 3), transportation, installation, training, and ICS/CLS. 2.
