- The purpose of this amendment is to 1. Delete Fire Protection Specialist from the "Additional disciplines" list, Required Disciplines B.; 2. Add NEPA Specialist to the "Additional disciplines" list, Required Disciplines B.; 3. Add the following paragraph to "Technical Evaluation Criteria": The initial submission of SF-330s will be evaluated by a team of professional architects and engineers assigned to the Midwest Regional Office. The evaluations will produce a shortlist of the most qualified A-E firms. The shortlisted firms will be given an opportunity to demonstrate their capabilities by responding to questions provided through an oral presentation to the evaluation team at the Midwest Region Office. The shortlisted firms will be evaluated on their technical merit and competencies and only the most highly qualified firms will receive a solicitation for the IDIQ. NPS will hold discussions with at least two firms from each of the announcements -- SB set-aside and unrestricted (in descending order) of the most highly qualified firms responding to the solicitation, attempting to reach a mutually satisfactory contact. If a mutually satisfactory contract cannot be negotiated, the contracting officer will obtain a written final proposal revision from the firm, and notify the firm that negotiations have been terminated. The contracting officer will then initiate negotiations with the next firm on the final selection list. This procedure shall be continued until a mutually satisfactory contract has been negotiated. If negotiations fail with all selected firms, the contracting officer, after consulting with the chairperson as to why a contract cannot be negotiated, may direct the evaluation board to recommend additional firms in accordance with 36.602.; and 4. Provide the attached questions and answers.
