- In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for Surgical Shoulder/Limb Positioners. This will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation please respond electronically to gregory.watson2@va.gov by 5PM PST Sunday April 9th 2017. This solicitation will be performed Monday April 10th 2017. This will be a brand name or equal to solicitation to the following Items Manufactured by Conmed Linvatec: AA-PSN100 AssistArm Surgical Positioner 3 Each AA-AS-BC200 AssistArm Arm Support for Shoulder (Beach Chair) 8 Each AA-CON250 AssisArm Connector 8 Each AA-TRAC400 AssistArm Traction Unit 2 Each AA-AS-LD500 AssistArm Arm Support for Lateral Decubitus 4 Each To be considered technically acceptable, the products must meet the following minimum salient characteristics: Must attach to the operating room table in a way that does not block surgeon s access to the shoulder. Must securely hold the arm, leg, or other part of limb in position during surgery. Must be useable in both beach chair and lateral decubitus positions for shoulder surgery. Must be light weight to allow surgeon to gauge force applied to limb. Must allow movement of limb with foot pedal or one hand control. Must not require external power or batteries. Must weigh less than 13 lbs. Must have attachments for lateral decubitus, total knee arthroplasty, anterior cruciate ligament reconstruction, and ankle distraction positioning. Must have a way to measure poundage when distracting ankles. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions.*
