- THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for actual bid or proposal solicitation. A solicitation will not be issued at this time. The Department of Veterans Affairs, Phoenix VA Health Care System (PHOVAHCS) has a requirement for to upgrading its legacy ECG acquisition and reporting system, GE MUSE, and need the resting ECG systems to communicate with the new application server via LAN/Wi-Fi. All 40 ECG systems currently owned by The Agency communicate via modem/fax line. 35 of the 40 ECG systems can be upgraded to communicate via LAN and Wi-Fi and 5 of the ECG systems are no longer supported by the manufacturer, GE Healthcare, and must be replaced. The current RTLS Wi-Fi infrastructure can be used for Wi-Fi communication within the main campus, but each of the outlying clinics (CBOCs) will need to communicate with the MUSE server via LAN/Ethernet. The intent of the procurement is to award a firm-fixed price contract. Phoenix AZ VA Health Care System (PHOVAHCS): 650 E. Indian School Rd. Phoenix AZ 85012 The applicable NAICS code is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing. Small Business manufacturers for this NAICS code have a size standard of 1250 employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in April 20, 2017. Award of a firm fixed price contract is contemplated by May 5, 2017. This notice is to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company s bonding capacity and limitations; and (6) any other pertinent company documentation. Indian School Road Phoenix, AZ 85012 General Objectives and Requirements Purpose: GE Healthcare EKG Cart Upgrade Authority for the Contract: 38 U.S. Code § 7301.b The primary function of the [Veterans Health] Administration is to provide a complete medical and hospital service for medical care and treatment of veterans, as provided in this title [Functions of Veterans Health Administration] and in regulations prescribed by the [Under ]Secretary [for Health] pursuant to this title. Background: The Phoenix VA Health Care System (Agency) is upgrading its legacy ECG acquisition and reporting system, GE MUSE, and need the resting ECG systems to communicate with the new application server via LAN/Wi-Fi. The Contractor shall deliver a hard copy or electronic copy of a Field Service Report that delineates the service performed, current configurations, and inspection/quality assurance tests results. The Contractor shall not remove any hard drives off station. All hard drives will be turned in to the Agency. The Contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in the contract. The C&A requirements do not apply and a Security Accreditation Package is not required. The medical devices included in this contract capture and process ePHI. The Contractor may have physical access to the medical device and the ePHI stored on it when configuring the existing system. The ePHI includes identifiers such as full name, birthdate, and last 4-SSN and diagnostic ECG graphs. A Business Associate Agreement does exist between the original equipment manufacturer and the VA. Records Management Language for Contracts. The following standard items relate to records generated in executing the contract: Citations to pertinent laws, codes, and regulations such as 44 U.S.C. chapters 21, 29, 31, and 33; Freedom of Information Act 5 U.S.C. 552; Privacy Act 5. U.S.C. 552a; 36 CFR Part 1222 and Part 1228. The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. The Contractor shall not create or maintain any records containing any government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information and all supporting documentation created as part of this contract. The Contractor must deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data. The Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format, mode of transmission, or state of completion. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. Performance Monitoring. Biomedical Engineering will oversee work done by the Contractor and accept the quality of work as appropriate. The providers in the main Agency and CBOCs will verify that the system is functional. Security Requirements. The Contractor will check-in with Biomedical Engineering before doing any work on station. The Contractor will have physical and remote service/administrative access to the equipment. This may allow the Contractor to view patient information saved on existing equipment. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The uptime of the equipment is dependent on the Agency s utilities, which are provided by the Agency. Physical access to the equipment is also dependent on the Agency. Other Pertinent Information or Special Considerations. None. Identification of Possible Follow-on Work. None. Identification of Potential Conflicts of Interest (COI). None. Identification of Non-Disclosure Requirements. The Contractor will not have physical and remote service/administrative access to the equipment. This may allow the Contractor to view patient information. Packaging, Packing and Shipping Instructions. All parcels and packages shall come through the AGENCY warehouse to be distributed either through Biomedical Engineering or the Contractor him/herself if he/she is on station to receive the package. All parcels and packages will ship overnight. Risk Control. There will be no patients scheduled to be examined while the Contractor is working in the area. The room housing the equipment will be kept clean in accordance to the standards of the Environmental Management Service line. Place of Performance. Phoenix VA Health Care System. All products will be delivered to the Agency Warehouse. The Contractor will configure and implement the ECG resting systems at the Agency. Biomedical Engineering will work with the Contractor to upgrade and configure the carts at the CBOCs.
