Description: The Naval Facilities Engineering Center (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a potential requirement for logistics support services to acquire, package, and deliver NAVFAC EXWC-approved Table of Allowance (TOA) items. ˜Attachment A “ Table of Allowance (TOA) Fulfilment ™ provides an overview of specifications for a project the Government is considering. Inclusion of ˜Attachment A ™ with this RFI is intended to provide prospective contractors with a œDRAFT scope of potential work. All interested parties are invited to submit responses (consider using the œAttachment B “ Statement of Interest Questionnaire as a template as part of your submittal) describing its capabilities to perform the work requirements or describing any products with similar capabilities. Parties should also describe their experience, qualifications, past performance, company information, business size and status as it relates to the NAICS code provided, and any other relevant information. Submissions should be five megabytes or less and in a format compatible with Microsoft Office. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. EXWC is conducting market research to determine the range of available contractors and assess their capabilities to perform the work requirements described. This RFI is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party ™s expense. The Government will treat all information received in response to this notice as proprietary and such information will be safeguarded in accordance with applicable Government regulations. Responses to this sources sought request for information will not be returned. An award will not be made on any information or offers received in response to this notice. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement.1.1 The Naval Facilities Engineering Center (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a potential requirement for a non-Department of Defense source to provide EXWC approved Table of Allowance (TOA) items. 2.0 APPLICABLE DOCUMENTS. 2.1 General. The documents listed in section 2 are referenced in sections 3 and 4 of this specification. This section does not include documents referenced in other sections of this specification, or within listed documents, or recommended for additional information, or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements cited in sections 3 and 4 of this specification; whether or not they are listed in section 2. 2.2 Specifications, Standards, and Handbooks. The following specifications, standards, and handbooks form a part of this document to the extent specified herein. 2.2.1 Military Documents Military Standard (MIL-STD) MIL-STD-129R Military Marking for Shipment and Storage MIL-STD-130N DoD Standard Identification Marking of US Military Property MIL-STD-290H Standard Practice, Packaging and Marking of Petroleum and Related Products MIL-STD-2073-1E Standard Practice for Military Packaging Copies of the above Military Documents can be obtained at https://assist.daps.dla.mil/quicksearch/ 2.3 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3.0 TOA FULFILLMENT. 3.1 General Description. 3.1.1 The Contractor will provide TOA items identified by EXWC in individual work orders. TOA items will be packaged and/or crated in accordance to EXWC guidelines. 3.1.2 As a provider of EXWC TOA items, the Contractor shall expeditiously procure any TOA items indicated by EXWC. Typically these items are to fill a shortfall in the existing inventory or as a replacement for an inventory item. 3.1.3 TOA items include, but are not limited to: tents, tent facility components (heaters, HVAC systems, lighting, etc.), complete tent facilities, individual tools (hammers, wrenches, etc.), and tool kits (plumber ™s tool kits, electrician ™s tool kits, etc.). See examples of TOA items in Appendix 1 (COC Facility - Containerized) and Appendix 2 (Plumber ™s Tool Kit). 3.1.4 TOA items will be packaged and/or crated in accordance to EXWC guidelines, guidelines will be identified within the associated work order. 3.1.4.1 TOA items are typically packaged and/or crated in Tri-con shipping containers, Quad-con shipping containers, or pre-manufactured job boxes. However, the particular container/box type may be different depending on the EXWC ™s requirements for that TOA item. 3.1.4.2 The specific container/box type will be identified on the work order. The Contractor will provide the required container/box. 3.1.4.3 NOTE: Regarding the packaging and/or crating of TOA items; TOA items can be provided as part of this contract or Government provided. This will be indicated on the associated work order. 3.1.5 The Contractor will be responsible for the transportation of all TOA items associated with the performance of this contract. TOA items can be crated and/or uncrated depending upon the particular instructions indicated specific work order. 3.1.5.1 The Contractor ™s ship to location for TOA items procured during the performance of this contract may be any world-wide location the Navy is currently operating at. Ship to locations will be indicated on the associated work order. 3.1.6 The Contractor will provide all labor, materials, and services necessary for the procurement and/or crating of TOA items. NAIC CODE 488991 will also be considered.
