Description
Synopsis: The US Army Corps of Engineers, Walla Walla District is seeking sources for furnishing all labor, materials, equipment, expertise and services to replace the Juvenile Fish Facility's separator support frame and two critical water supply pipes at Lower Granite Lock and Dam in Pomeroy, Washington. As part of the Juvenile Fish Bypass Upgrades at Lower Granite Dam, the U.S. Army Corps of Engineers is constructing a new juvenile fish bypass system under construction contract W912EF-14-C-0024. During construction, a significant leak and severe corrosion were discovered in one of the main water supply header pipes to the east raceways as well as other critical components of the JFF. Severe corrosion was found in a water supply pipe for the laboratory that is located underneath the separator. Additionally, severe corrosion was discovered on numerous segments of the separator support frame. All three of these items are critical to reliable operations of the JFF and ability to pass juvenile fish. The condition of the JFF supply pipes and separator support structure experienced corrosion that was not seen originally and therefore not included in the original scope of the contract W912EF-14-C-0024. This requirement for replacing the Juvenile Fish Facility's separator support frame and two critical water supply pipes may be included as an out of scope contract modification, depending upon the results of this sources sought announcement. The statement of work is as follows: The 18" diameter supply header needs to have approximately 25 ft. section replaced that has 9 connection points and no access from above for removal and installation. The 6" diameter laboratory supply pipe runs under the separator supports and the porosity; therefore, may require the separator support and porosity control removal for replacement. Approximately 30 ft. of this 6" pipe requires two core drills for replacement. The 11 ft. by 13 ft. separator support structure is under the separator and is attached to a roof structure both of which need to be removed and reinstalled. All of these structures are only accessible during the annual maintenance unwatering/maintenance period which runs typically from December to February, however will be available from August 2017 to February 2018. This work can only be done during an unwatered/maintenance window (see above). Also, there is an additional contractor working in/around this area installing a new JFF outfall pipe (above the river) during the same unwatered/maintenance period. This requirement will require off site fabrication (with associated fabrication drawings) and long reach crane support. This sources-sought announcement is issued for the purpose of identifying large and small business concerns, including HUBZone small business firms, woman-owned small business firms, small disadvantaged business concerns, and service-disabled veteran-owned small business firms, with the interest and capability to accomplish the work. Interested firms who respond to this announcement must submit a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above. Responses will be used in the Government's determination of whether to compete this requirement or pursue a justification and approval to award the work to the current contractor. Include your firm's DUNS number and a statement indicating your business type (large business, small business, HUBZone, woman-owned, small disadvantaged, service disabled veteran owned. The NAICS Code for this project is 237990 and the associated small business size standard is $36.5 Million in Annual Receipts.
