- Capability Matrix Draft OWS SOURCES SOUGHT ANNOUNCEMENT The HQ Air Force Reserve Command (AFRC) is seeking sources that can provide Systems Engineering and Program Support for its planned multi-award IDIQ for all of its weapons systems training systems shown below. Aircraft Types Supported: A-10C, B-52H, C-5B/C, C-17, C-40, C-130H/J, F-16C, F/A-22, F-35, HC-130, HH-60G, KC-1, KC-46, KC-135, Pararescue, RPAs, All Special Operations Aircraft, Space Command Equipment, Aeromedical Evacuation Trainers, and WC-130 DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT SYNOPSIS. THIS REQUEST IS NOT A SOLICITATION (REQUEST FOR PROPOSAL OR REQUEST FOR QUOTATIONS) OR A PROMISE TO ISSUE A SOLICITATION IN THE FUTURE. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE PURPOSE OF THIS REQUEST FOR INFORMATION IS IN SUPPORT OF MARKET RESEARCH BEING CONDUCTED BY THE AIR FORCE RESERVE COMMAND TO IDENTIFY POTENTIAL SOURCES AND GATHER INFORMATION ON CURRENT CAPABILITIES WITHIN THE MARKET. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE RESPONDING PARTY'S EXPENSE. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION: This is a sources sought notice to determine the availability and technical capability of all businesses, (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) which are capable of providing software/hardware/firmware and OEM engineering and programmatic support to all HQ AFRC Mission Design Series (MDS) training systems and devices. Engineering and Program Support includes the effective development and delivery of programmatic and systems engineering capabilities through the implementation of a balanced approach with respect to cost, schedule, performance, and risk. Additional detail regarding these capabilities can be found in the "Required Capabilities" section of this notice. PROGRAM BACKGROUND: The HQ AFRC provides combatant commanders aircraft and trained personnel for combat operations and support. HQ AFRC is looking for companies who can provide various services to many MDS training systems such as academic instruction, courseware development, Information Assurance/Cyber Security Support, software engineering, hardware engineering, on-site technical support, and OEM if necessary. HQ AFRC is looking for candidate companies who can provide all of these supporting services for Air Force MDS training systems shown above. Companies need to demonstrate an established ability in the subject support services areas for candidacy of a planned Multi-Award IDIQ contract in the near future.
