Description
1. Introduction 1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide Electrician touch labor services. 2. Contractor Requirements: 2.1. The vendor shall provide qualified personnel capable of performing typical Electrician tasks. Typical tasks include:  Inspect, groom, troubleshoot and repair ship's electrical equipment such as motors, cables, control panels, motor starters, switches, navigation lights, resistor banks, appliances and lighting equipment.  Rip out and remove existing electrical equipment and cabling.  Install wire ways, cable racks, cabling, cabinets, enclosures, controllers, consoles, and other electrical equipment. Position and secure loads on trucks, trailers or railcars so they may be transported safely.  Cut-in cables and perform connection/hookup of electrical equipment such panels, switches and boxes and inspect, groom, and repair same.  Use a multi-meter to perform voltage checks, electrical safety checks, etc. 2.2. Each person must have at least three (3) years' experience within the electrical trade, a minimum two (2) years of which includes work in industrial environments such as ship-building, ship-repair, or nuclear power plants. 2.3. Be trained in typical trade related precision measurement instruments, such as electrical meters. 2.4. Be trained in electrical safety standards per NFPA 70E. 2.5. Trained and experiences in working with schematics and technical drawings. 2.6. Trade Specific Technical Standards  MIL-STD-2003  MIL-STD-1310H  National Fire Protection Association 70E 2.7 Trade Training Requirements  Electrical Systems General Inspection and Testing Techniques  Electrical Safety (including Frisking)  Lockwire, Locktabs, and Lock cables  Lockout/Tagout procedures  Ship and equipment grounding 3. Responses 3.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include:  Company Name and contact information  Contractor and Government Entity (CAGE) Code  Trade Qualifications and Certifications, including any potential subcontracting arrangements or partnerships  Previous contracts performed for similar scope of work  Facilities Clearance documentation 3.2. Reponses to this RFI should reference N39040-17-T-00EE and shall be submitted electronically to Andrew Webber at andrew.s.webber@navy.mil Phone: (207) 438-4968 by close of business (4:00 EST) 17 April 2017. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any. 4. Industry Discussions 4.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5. Questions 5.1. Questions regarding this announcement shall be submitted in writing by e-mail to Andrew Webber at andrew.s.webber@navy.mil, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Government Point of Entry - FBO.gov. The Government does not guarantee that questions received after 17 April 2017 will be answered. 6. NAICS Code 6.1. The NAICS Code for this requirement is 336611, Ship Building and Repairing. 7. Summary 7.1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Electricians touch labor. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. In accordance with FAR 15.202e, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
