- This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 621111 Surgeons' (except dental) offices (e.g., centers, clinics) with a size standard $11 Million. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of Minneapolis VA Health Care System (MVACHS), Minneapolis, MN is seeking to identify any vendor capable of providing the services of Board Certified/Board Eligible Colon Rectal Surgeons to provide on call coverage. The proposed contract vehicle will be for a one year base, plus four one year options. Background: The requested services are offered under the open market and VA Managed Federal Supply Schedule contracts, Group 621 I Professional and Allied Healthcare Staffing Services, SIN 621-021 Physician Surgery (Not elsewhere classified) (Includes: General; Colon and Rectal; Plastic; Thoracic/Vascular; Neurosurgery; CardioThoracic). Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the below services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources): SCOPE: The Minneapolis VA Health Care System (MVAHCS) requires contractual services of Board Certified/ Board Eligible Colon Rectal Surgeons to provide on-call and consultative services. Multiple surgeons will be required to fulfill this requirement. Colon-Rectal Surgeon(s) provided must have completed an accredited Colon-Rectal Surgery Fellowship or have a private practice with significant focus on colon-rectal procedures and surgeries. Services will include on-call coverage and consultative services. The contract Colon Rectal Surgeons will rotate with existing Colon Rectal Surgeons to provide day, evening, weekend, and holiday coverage as needed. On-call coverage is defined as carrying a pager and responding to patient care issues. On-call physicians must be available at all times for phone consultations with VA residents and physicians. Physician will respond to call coverage within 15 minutes of receipt of call by phone. Concurrent call is acceptable as long as there is a backup plan with a second provider to provide coverage at the MVAHCS. Contract physician(s) will be paid for carrying a pager. It is estimated that on-call services will not exceed 2,496 hours per year. Call coverage hours are as follows: Weekdays (Monday Friday) call coverage starts at 6:00pm until 6:00am the following morning. Weekend call coverage is from 6:00pm Friday to 6:00am on Monday. Holiday coverage is from 6:00am to 6:00am the following day. VA will communicate their on-call coverage requirement a minimum of 15 calendar days in advance. Responses to these sources sought must include the following information. 1. General Information of your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Socio-economic status of business (i.e. SDVOSB/VOSB) 3. Are you, or have you provided Colon Rectal Call services to any federal treatment facility? If so, please provide contract number(s) for the previous three (3) years. 4. Will your company enter into a joint venture or other relationship in order to provide this service? No telephone responses will be accepted. Responses must be received no later than 3:00 pm April 12, 2017.
