- WC-133W-17-RQ-0310 This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 12 Commercial Items with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. Ø Large Instrument Shelters, Louvered, without support legs Qty: 25 Novalynx Corporation P/n 380-605 ASN: P300A NSN: 5410-00-267-8898 Ø Option for four (4) additional orders Ø Shipping Charges This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. This procurement is a 100% small business set-aside and the associated NAICS code is 334519 with a size standard of 500 employees. The place of acceptance for all items under this contract shall be the National Reconditioning Center located in Grandview, MO. BRAND NAME JUSTIFICATION: Because of the proprietary nature of this product, market research was deemed to be not applicable. The purpose of this acquisition is to obtain spare assemblies for the NWS Cooperative Observer Program. All spares for fielded equipment in this program are required to be identical to the item which is currently in use in the field. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. This instrument shelter is fitted with precision thermometers and other auxillary equipment and used to record daily ambient temperature measurement data. This data is used by the National Weather Service Cooperative Observer Program (Co OP) to become part of the climatology archive for the United States. The Co OP program is the Nation's weather and climate observing network. Because of the critical nature of these measurements, it is essential to maintain the operational integrity and characteristics of the instrumentation which is used to take these measurements. The National Weather Service has a rigid qualification program which "candidate" instruments are subjected to in order to ensure that any new instrumentation introduced into the program (for use at Co OP field locations) performs as identically as possible to the instruments which have been in use since 1890. This qualification program requires that the candidate equipment be installed in the NWS testbeds at Sterling, VA and performance observed and analyzed for a minimum of one year. This is referred to as a 4 season test. In addition, additional locations are used as auxilliary test sites in order to verify performance under specific climatological conditions which are felt to be potential areas where instrument design may cause performance to suffer. The NOVALYNX Model 380-605 has undergone this level of qualification testing and has been determined to be an acceptable replacement for the original National Weather Service Cotton Region Shelter (which has become prohibitively expensive to produce). EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”.
