- Dear Interested Party: The purpose of this pre-solicitation notice is to inform you of the following: 1.USAID/Egypt thanks you for the responses to the RFI/Sources Sought (RFI-263-00002) posted to FBO.gov on November 29, 2016. 2.The RFP is not yet ready for release. We anticipate an RFP release date the week of April 20, 2017. 3.The solicitation will be a full and open competitive procurement based on a statement of objectives. The contract will be a cost-reimbursement contract with a maximum value of $20-$25 million with a period of performance of 5 years. 4.The scope of the contract will be to provide technical assistance to support the following objectives: a.To develop, deliver, and sustain high-quality STEM teacher education and preparation programs at undergraduate and graduate levels: i.Pre-service teachers will receive quality preparation for modern STEM classrooms, thereby providing the STEM education system with a continuous supply of well-prepared STEM teachers, and raising the quality of teaching and learning in the STEM subjects at the secondary level in STEM schools; ii.In-service teachers will be able to enter post-graduate year-long certification programs in STEM Education as well as continue shorter teacher training. b.To fully institutionalize roles and processes to ensure the sustained quality of STEM schools and support the MOE to scale up STEM education nationwide: STEM high schools will be strengthened and fully institutionalized, and the Ministry of Education (MOE) will have the capacity to sustain the quality of existing STEM high schools and expand the model to additional governorates/nationwide. Those new schools will enjoy the same quality of teaching and learning, and the same level of administrative and technical support for teacher and administrator development and procurement. 5.Approximately two weeks after the RFP release date, USAID/Egypt will host a pre-proposal conference in Cairo, Egypt. Details on how to register and participate in this conference will be made available through a special notice posted on FBO.gov. The intended purpose of the conference is to: a.Describe the current USAID-sponsored STEM activity; b.Describe how the proposed new activity is different from the current activity; and c.Engage in a question and answer session with USAID/Egypt technical and contracting staff. 6.Proposals will be due approximately 3-4 weeks after the pre-proposal conference. 7.USAID/Egypt strongly encourages all interested parties to add their organization's relevant information to the "interested vendors" tab within this opportunity's FBO page to start a dialogue on potential collaboration. 8.All offerors are advised that this solicitation may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. If the solicitation is cancelled, all proposal preparation costs will be borne by the offeror.
