- 20092624 Limited Source Justification Redacted In accordance with FAR Part 8.405-6(a) Limiting Sources, the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Information Technology (OIT) awarded a sole-source contract with Syncsort Incorporates the following Software Maintenance Support: The requirement is for the maintenance support on the following: •1. Syncsort z/OS, proprietary software manufactured by Syncsort. Syncsort z/OS provides efficient sort, merge and copy capabilities which increase system efficiency. Syncsort for z/OS has four functions: •a. Dynamic Storage Management (DSM) - Monitor and control sort performance and resource use •b. PARASORT - Allows for parallel activities to reduce sort time. •c. Dynamic Sortwork Allocation - Minimizes used of DASD for sorting by allocating space required rather than anticipating space prior to start. •d. MAXSORT - Consolidates jobs to minimize DASD -and- 2. Williams Data Systems (WDS) provides CBP with specialized components that provide network performance management, monitoring, alerting, tracing, reporting and security: WDS provides the ZEN product suite which allows single sign-on for all WDS components, simultaneous displays from multiple ZEN components, z/OS console with command entry, centralized exception handling, sophisticated alerting, centralized reporting and a set of general network management tools in order doe CBP to maintain is operating system at full functioning capabilities. Period of Performance for both products is from April 01, 2017 through March 31, 2018. Justification and Approval of Sole Source Award to Syncsort Incorporated is the only company authorized to provide support and maintenance with regards to Syncsort and Williams Data software. Syncsort/Data Williams software is the only software that is compatible with the Syncsort/Williams Data software currently being utilized by Customs and Border Protection, Office of Information Technology. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 10:00 a.m. on 15 April 2017, an award was made on without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
