This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The USCG is conducting market research to seek sources that can provide a comprehensive system and software platform that will allow us to capture and leverage aircraft maintenance data on all fixed and rotary wing platforms currently in our inventory with the freedom to expand in capabilities to add more aircraft. The aircraft maintenance data software will include at a minimum; corrosion on airframe and components, cracks or fatigue on aircraft structures and wiring damage and repairs. This sources sought has been issued to survey the market to identify suitable candidate systems for consideration. The USCG is not looking for maintenance scheduling or planning tool. The USCG requires a responsible company that can provide an aircraft data tracking and analysis tool with the software/components that are required to comprise a complete, stand-alone fully, operational service. The contractor will need to be able to not only provide the required software tool, but all personnel, training and support required to provide these services. The Coast Guard is seeking an affordable software platform or system that fulfills the requirements outlined in Attachment (1) with the primary purpose to aid the USCG in tracking corrosion, fatigue and wiring damage on our aging aircraft. Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC). Please respond to the following questions: 1. Describe your product's specifications and how it is capable of performing the required tasks. 2. Describe what changes you would need to make in your product to meet our desired needs. 3. Please indicate an estimate of how long of a lead time would your company need to facilitate the development of your platform to meet our needs. 4. Answers to the following information technology questions. a. Is your product HTML5 Web Based Client Compatible? b. Does your product have a web accessible front end for administration? c. Does your product have the capability to have Common Access Card (CAC) Authentication? d. Is your product cloud based or on-premise based? 5. Describe your product's security and licensing model. 6. What artifacts or information would you require from the Coast Guard to facilitate your software or platform development for our needs? 7. Describe the visualization methods your product employs. 8. Describe the capabilities for data entry and query methods. 9. What NAICS code does your company use for this type of service? 10. Is your business a large or small business? 11. If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 12. If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 13. Is your firm a certified "hub zone" firm? 14. Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? 15. Is your product listed on a GSA schedule? 16. Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? 17. If possible, any POC's for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
