- Draft Statement of Objective SpORT. 1.1. NOTICE DETAILS This announcement serves as Request for Information (RFI) issued for the purpose of Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10 - Market Research. This RFI is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for proposal. DO NOT submit a quote or proposal in response to this synopsis. The 50th Contracting Squadron (50 CONS) is seeking qualified businesses for Market Research purposes to determine if sufficient sources are available for potential set aside to provide services to the 50th Space Wing, for the Space Operations Reliability Training (SpORT) Contract. The requirement is a new contracting effort. The Government is providing the SpORT draft Statement of Objectives (SOO) in order to provide businesses a chance to provide input or determine potential teaming arrangements prior to the release of the final solicitation. The Government anticipates a one-year base period with two options beginning in the 4th quarter of Fiscal Year 2017. 1.2. QUESTIONS The purpose of this notice is to identify small businesses set asides, or large businesses that are capable and qualified to provide these services in the near future. All responsible, capable, and interested businesses serious about potentially submitting a proposal to provide these services are invited to respond with a Statement of Capabilities addressing the following items: 1.2.1. Provide a detailed description of your knowledge and experience with spacecrew operations and human reliability and effectiveness training. 1.2.2. Provide a detailed description of your knowledge in training and development in the areas of Personal Readiness, Error Reduction, and Warfighter Mindset. 1.2.3. Provide a detailed description of your knowledge and experience in comprehensive curriculum development and training for organizations that operate in high-tempo high-stress operational environments. 1.2.4. Provide a detailed description of your knowledge and experience in comprehensive curriculum development and training for differing levels of experience and responsibilities within the operational structure. 1.2.5. Does your company currently have potential personnel security classification? If not, how would you attain them? (not a discriminator) 1.2.6. Explain your company's knowledge and understanding and experience with Space Operations structure and organization. 1.2.7. What type of materials would be provided for the course? (Electronic, paper, booklet, etc.) 1.2.8. Would preference be to conduct the course in an on-base facility or an off-base, contractor provided facility? 1.2.9. Please provide any additional NAICS codes that you feel are applicable to this effort.
