Description
STATEMENT OF WORK (SOW) as of 04/06/2017 1. Contract Title. Reconfigure Nurse Call Network and Upgrade Software 2. Background. Current service vendor will not service our nurse call system until it meets the manufacturer recommended installation requirements. Requirement states that the nurse call must be on its own network. This effort is to disconnect the nurse call system from the VA network and make it a stand-alone system. Current system does not have up to date software compatible for current hardware. 3. Scope. Remove current nurse system from VA network. Redesign of the nurse call network using fiber optics. Buildings 210, 211, 30, 31, 27, 26, and 24 will be connected using a 24 strand 50micron fiber to each building. Nurse call will be broken into two separate networks. One for building 35 will be stand alone and the other one for buildings 210, 211, 30, 31, 27, 26, and 24. One new bridge computer will be installed in the first floor electrical room of building 211. The other new bridge computer will be installed in the first floor electrical room of building 35. 4. Specific Tasks. Contractor to provide all materials, software, and labor. This proposal includes all material listed as well as complete installation, cable pulling, terminations, programming, testing, and training. All necessary raceway, boxes, and sleeves are also included in this proposal. New 24-Strand fiber will be installed in a "loop" between buildings 24, 26, 27, 30, 31, 210, & 211. Each location will have a (24) port fiber patch panel with ST connectors. The main headend location for these building will reside in building 211. A new PC with pull out keyboard/monitor with the latest software version will be installed at this location. All programming updates and changes that affect these buildings will be done from this location. In addition to this upgrade, the Contractor will install a new PC and pull out keyboard/monitor in building 35. This will be a standalone system. 4.1 Install Fiber Optic Cable 4.1.1 Install 24 strand, 50 micron, Multimode fiber cable between buildings 24, 26, 27, 30, 31, 211, and 210. Fiber cable shall be armored to protect from damage. Use existing cable trays and raceways where applicable. Install cable supports and boxes where necessary to route fiber. 4.1.2 Install 24 port patch panels in each building close to existing nurse call head ends. 4.1.3 Terminate each fiber end at each buildings patch panel using ST connectors. Test all fibers for dB loss and report. Any fiber that fails test must be reworked. 4.1.4 Install fiber modems close to each patch panel to establish link between fiber and Ethernet comms for nurse call gateways. 4.1.5 Install fiber patch cables as needed and CAT6 patch cables as needed. 4.2 Install Two Bridge Computers 4.2.1 Install one bridge computer in building 211 electrical room on the first floor next to the current nurse call head end. Install the other bridge computer in building 35 on the first floor electrical room next to the current nurse call head end. 4.2.2 Install the latest Ascom nurse call software on both bridge computers. Both computers shall be at the same software level. 4.2.3 Install any needed software/firmware on all current gateway devices and all power switch devices associated with Ascom nurse call system. 4.3 Program Bridge Computers and All Devices into System 4.3.1 Make all necessary changes, additions, and/or deletions to program to make system operational. 4.3.2 Test each building and each room to ensure all rooms are reporting. Make report for engineering records. 4.3.3 Backup program from each bridge unit onto portable media drive and submit to Electrical Supervisor. 5. Performance Monitoring VA Electric Shop Supervisor and/or Electronic Technicians will monitor progress and quality of work during installations and programming phase. 6. Security Requirements 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Only existing nurse call equipment. No tools or equipment will be furnished by the VA. 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. b. Identification of Potential Conflicts of Interest (COI). NONE c. Identification of Non-Disclosure Requirements. d. Packaging, Packing and Shipping Instructions. e. Inspection and Acceptance Criteria. VA Electric Shop Supervisor and VA Electronic Technicians shall conduct final acceptance inspections. 9. Risk Control At no time shall a patient building be without nurse call capabilities longer than 8 hours. At a minimum during installation the building should be stand alone and alarm locally. 10. Place of Performance. VAMC 17273 State Route 104 Chillicothe, Ohio 45601 11. Period of Performance. Completion date shall be 90 days after contract award. 12. Delivery Schedule.
