- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The US Army Engineer District, Alaska is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work at the USAF Facility on Wake Island. Wake Island is a coral atoll located in the western Pacific Ocean, approximately 2,298 mi west of Honolulu, HI. Project Description details: The selected contractor must be able to provide all management, tools, supplies, parts, materials, equipment, transportation (land, air and sea, as applicable), and trained labor necessary to acquire and transport all project related materials, equipment, and personnel to Wake Island and execute a fully designed project. Scope of Work includes: Demolish, replace and/or install new interior fire alarm throughout the USAF Wake Island Facility. Currently, the fire alarm system for the island is beyond its useable life, degrading and malfunctioning. In order to ensure compatibility and continued functionality, the Government request construction for a complete replacement of the critical fire alarm system(s) site wide. This replacement would include the central fire alarm reporting system, radio receivers, remote fire alarm panel and their transceivers, heat/smoke detectors, hand-pull stations, alarm units and all necessary wiring and conduit. All new fire alarm and detection systems shall be addressable type systems. The project will also install a new radio-based Monaco facility-wide fire alarm reporting system which will utilize Monaco transceivers in each building and a Monaco (d-21) receiving station at the central fire department. All work shall be performed in accordance with all applicable federal and local regulations as well as U.S. Air Force policies and procedures. The Contractor shall be responsible for identifying the applicable federal, state, and local policies/regulations that will affect this contract. Local compliance includes, in part, coordinating/subcontracting prescribed activities with the Government's Base Operating Support (BOS) contractor for Wake Island which include, in part, (1) acquiring digging/excavating permits, (2) use of watercraft, dockside crane, and forklifts (3) other support activities as desired/required for successful completion of project. As part of the Project Management (PM) activities the Contractor will be required to arrange and participate in Kick-off meetings and regular progress meetings. The estimated dollar magnitude of this project is anticipated between $1,000,000 and $5,000,000. THIS IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. The applicable North American Industry Classification System (NAICS) code is 236220. The small business size standard for this NAICS Code is $36.5 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. Interested firms should submit a capabilities package (not exceeding 5 pages) demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and business size under NAICS 236220. (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc). (3) Demonstration of the firm's experience as a prime contractor on similar projects (i.e., dollar amount, type, and complexity in a remote site setting with similar logistic requirements) within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. (4) Provide firm's single project bonding limit and information on the organizational and financial resources available to perform the required work. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award.
