Description
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. USU intends to negotiate on a sole source basis with Assessment Technologies Institute, L.L.C., located in Leawood, Kansas for the renewal of site licenses for roughly 700 students/trainees to E*Value software for one year. These licenses will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. Assessment Technologies Institute owns MedHub, which is the sole provider of access to their proprietary software E*Value. The software is necessary because the entire university already uses this software to track and evaluate progress of students/trainees. For consistency of records, it is imperative that we continue to use the same software that has been in use for at least the past ten (10) years. Also, the use of this system is based on the premier functionalities that would assist in meeting the ACGME guidelines for the GME/NCC programs. This online evaluation management system will ensure that our Program Directors will be in compliance and meet accreditation requirements as set forth by the Accreditation Council Graduate Medical Education (ACGME). Specific ACGME guidelines to which NCC GME programs must adhere include establishing and maintaining 1) a system for scheduling and monitoring resident duty hours in the learning environment in order to mitigate excessive service demands and fatigue, and 2) the ability for programs to collect, maintain and track the thousands of evaluations from the multitude of internal and external didactic rotations trainees as a whole must complete as part of their program curriculum and individually in order to graduate. For the past 10 years E*Value has been highly effective in providing the means by which the NCC has been able to comply with these requirements. The NCC has now reached a level of unprecedented system standardization which has greatly improved the efficiency and effectiveness of their ability to manage their GME programs and provide institutional oversight as required by the ACGME. In addition, E*Value is now the repository for 10 years of historical data that may be arduous and costly, if not impossible, to extract in mass. Lastly, E*Value has a proven track record of providing the required services with sound technical support. Assessment Technologies Institute is the only know source that can provided the requested equipment. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
