Description
INTRODUCTION Building Information Modeling (BIM) technology, having been used in the vertical construction world for many years, has more recently crossed over into civil works and, as such, transformed into the developing field of Civil Integrated Management (CIM). There has been much research over the last few years regarding what constitutes the CIM framework, and the outcomes of these efforts have all converged on the overall concept that CIM integrates full-agency processes--not simply nD design, but everything from eConstruction and asset management, to finance and planning, and the need for interconnection and data flow between all of these processes. Key to the CIM concept is interoperability of data that is commonly sourced and maintained, as opposed to past practices of keeping data locally in need-specific "siloes". With the accelerated adoption and use of CIM-related technologies, especially with digital design and construction in highway projects and system-wide collection of asset inventory data using Lidar, there is a demonstrated need to move towards data standards and overall data governance to support this need for data interoperability. In response to this need, this project will take a detailed look at existing data standards as they apply to systems such as CIM. Once this information is compiled, the different systems will be compared and contrasted for commonalities and, ultimately, their applicability to the needs of the CIM framework. The goal of this project's outcome is to serve as a basis and starting point for future efforts towards data standards and governance that should unleash the ability for various stakeholders to collaborate and create robust CIM systems. DESCRIPTION The objective of this research effort will be the identification of existing, applicable, digital transportation life cycle data standards and, using these findings, the development of a conceptual data standard, a data governance approach, and an implementation plan. It is expected that this effort will be coordinated with the state highway agencies and other appropriate stakeholders. The results of this project will be documented and deployed through webinars, TechBriefs, and conference presentations. This project will involve performing a national/international synthesis of data collection and governance standards that have applicability to CIM. Once this is complete, the findings of the synthesis will be examined for commonalities and, especially, congruence with the data needs of the CIM framework. Products will then be developed with the goal of providing leadership toward future efforts in the development of CIM data management, sharing (or interoperability) and governance standards. INSTRUCTIONS FOR SUBMISSION FHWA encourages any team or organization that believes it has relevant information on and/or the ability to conduct work related to CIM and related data governance topics to identify its interests and capabilities by submitting the information listed below electronically to Mandy.Wylie@dot.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Section 1 of the response paper shall provide administrative information, and shall include: Name, mailing address, phone number, fax number, and e-mail of designated point of contact. Section 2 of the response paper shall include the business logistic and technically acceptable approaches the business or organizations can or have the capability to provide and offer. Section 3 of the response paper shall include Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service- disabled-veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541618. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at https://www.acquisition.gov/far/. OHPI representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability and issues. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide and deliver the needed information. The information provided in the RFI is subject to change and is not binding on the Government. OHPI has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as such a commitment or as authorization to incur a cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Email attachments should be submitted in Microsoft Word or searchable Adobe PDF and should not exceed ten (10) pages in length, 12 point standard font. Do not submit marketing materials, slide presentations, or technical papers. Subject line should include, "CIM Standards RFI." Responses are due by 1:00 PM ET, Wednesday, April 19, 2017. This is neither a Request for Proposals nor an announcement of a forthcoming solicitation. Information received will be considered solely for the purpose of identifying sources that can provide and deliver the needed information. After reviewing the responses, the FHWA may: • Contact organizations individually to ask for clarifications • Continue to refine the objectives of the requirement and/or associated tasks • Solicit proposals to procure the requirement The FHWA is not obligated to contact any or all respondents, hold meetings with any or all respondents, or solicit proposals as a result of this request. FHWA will not reimburse costs associated with responding to this request and does not intend to pay for the information received. No Contract, Cooperative Agreement or Other Instrument will be awarded as a result of this Request for Information.
