This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any information requests. Respondents will not be notified of the results of the evaluation All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest. Potential offerors having the skills and capabilities necessary to perform the described services below are invited to provide feedback via email to: James.E.Garror@usace.army.mil or Shirley.A.Turbo@usace.army.mil The Sonoma Baylands Wetland Demonstration Project is a 348 acre tidal marsh restoration project in Sonoma County, California, constructed by the U.S. Army Corps of Engineers (USACE), San Francisco District in partnership with the California State Coastal Conservancy (SCC). The project includes a 29 acre pilot unit, which was exposed to tidal action on January 24, 1996, and a 260 acre main unit exposed to tidal action on October 25, 1996. The USACE is monitoring a variety of physical and biological parameters in accordance with the site monitoring and adaptive management plan to provide information on the development of the project. The 2017 monitoring effort will be focused on habitat assessment for the salt marsh harvest mouse. The project success criterion for salt marsh harvest mouse habitat is to have created a minimum of 28 acres of suitable habitat. Suitable habitat is defined in the monitoring plan as "Contiguous areas of at least five acres with a minimum of 80% coverage by pickleweed having an average height of at least 40 cm at the summer maximum of growth. These areas shall have an overall cover of 100% with a complexity of native halophytes in the form of fat hen (Atriplex triangularis or patula) and/or alkali heath (Frankenia salina), but not invasive nonnative plant species such as peppergrass (Lepidium latifolium)." The contractor will perform quadrant sampling of up to 0.1% of 30 acres of pickleweed dominated wetlands for percent cover and vegetation height, with site reconnaissance by an experienced specialist for harvest mouse habitat suitability. The Contractor shall provide all personnel, tools, materials, vehicles, supervision, and other items and services necessary provide to conduct the habitat surveys. A team composed of biologists (botanists and ecologists included), with experience in salt marsh vegetation surveying is required. Pickleweed shall be surveyed within the growing season in early to mid-summer to ensure the vegetation is measured at its maximum height. USACE, San Francisco District is seeking sources for a salt marsh harvest mouse habitat assessment under NAICS Code 541620 for Environmental Consulting Services. The small business size standard for this NAICS is $15 Million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be June 2017 through August 2017. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC) - Send a statement demonstrating o Skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. o Recent and relevant experience in salt marsh vegetation surveying in the San Francisco Bay Area within the last five (5) years. o Recent and relevant expertise in salt marsh harvest mouse biology. The Government intends to advertise a solicitation for this project on or around May 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
