- Redacted LSJ The U.S. Department of State (DOS), Bureau of Administration. Office of Logistics Management, Office of Acquisitions Management (A/LM/AQM) awarded a sole source task order on the basis of other than full and open competition for a part-time certified TAC Systems Analyst with full access to the Think Analyze Connect System (TAC) on behalf of The U.S. Department of State (DOS), Bureau of Diplomatic Security (DS), Office of Cyber Security (CS), Cyber Threat Analysis Division (CTAD). Attached is the redacted limited sources justification under the authority of the Multiple-Award Schedule Program (41 U.S.C. 152(3), and 40 U.S.C. 501), as implemented by FAR 8.4 and substantiated by FAR 8.405-6(a)(1)(i)(B): "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The following is provided as an addendum to the Limited Sources Justification. On March 16, 2017, the Government posted a Sources Sought Notice on GSA eBuy which generated notification of this requirement to approximately 1,498 GSA vendors. Responses were due March 23, 2017 by 10:00 AM. Two responses were received and evaluated. Based on the submission, the Government determined they lack the capabilities to perform and do not have the required resources to start performance by March 30, 2017 in order to avoid a disruption of services which are critical to CTAD's mission.
