- SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 238210. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) STATEMENT OF WORK (SOW) PATIENT WANDERGUARD SYSTEM Title of Project: Installation of Patient Wandering System/alarm ID system at the North Little Rock VA, 2200 Ft Roots Drive, Bldg. 170, wards 1B and 2C, North Little Rock, AR 72114. Scope of Work: All work specified in the following sections shall comply with all local and national codes and requirements. Contractor shall provide a complete and fully operational wandering resident system that works with the existing Secure Care transmitters A07300940 and A21350941. The contractor shall furnish all qualified personnel, materials, equipment and services including lodging, travel and meals necessary to furnish and install (2) complete Wanderguard SC-40 ID systems in Bldg. 170, NLR VA, 2200 Ft. Roots Drive, North Little Rock, AR 72114 on wards 1B and 2C. The contractor shall purchase and install all wiring, devices and parts needed to complete each system. There are 2 double doors on 1B and also 2 double doors in use on 2C. These doors require 4 maglocks associated with the complete system. Each door shall be outfitted with the SC- 40 ID panels. The contractor shall provide a computer and monitor associated with each system that is capable of handling the required software and maps associated. Each computer shall be capable of networking with existing Wanderguard software system already in use with the SC-40 ID system. The government will provide autocad drawings of each ward to the contractor for their use in setting up the systems. The systems shall provide coverage for 4 double doors and shall include: 8 Magnetic Egress Locks, 750 lb (4) remote keypads (10) SC 40 ID half sized, 2.5 year transmitters A21350941 at 40. 68 MHZ (4) Universal ID Exit Panel-double door (SC 40); (2) PC s with 19 Monitor with required software installed( x 2) (4) 4amp power supplies (2) SC 40 Testers (2) battery backup/ups devices (2) XIU interface devices (2) copies of client software from Wanderguard Wiring and specialized ribbon cables required will be provided by the contractor All software configuration and hardware configuration will be included All ancillaries (5) transmitters- pn # A21350940 SC 40 non id, ½ sized, 1 year transmitters. All work shall comply with Level II ICRA requirements with Infection Control. Acceptable Manufacturers The wandering resident alarm system specified herein shall be Model Universal ID products, as manufactured by Secure Care Products, Inc. The system shall be compatible with transmitter part numbers A07300940 and A21350941 which are currently stocked by the SPD suppliers here at the VA in North Little Rock, Arkansas and Little Rock, Arkansas. Additionally, the software and hardware shall be compatible with the SC 40 Secure Care Wanderguard ID system already in use in different wards at NLR and LR campuses. The system shall allow interfacing of the current Identive PACS/card access system such as in use for emergency situations in Bldg. 170 on ward 1E and shall work with transmitters already in use. All manufactured products shall meet with all required FCC, CE, C Tick, NFPA, and Listed Device and System approvals. Products listed herein shall consist of, but not limited to, adult transmitters, Model Universal ID Wandering Resident/Access Control Exit Panel (located at each exit location requiring restricted access, local alarm, means of alarm reset, exit status, and electro-magnetic lock controller, authorized escort of monitored residents without alarm), remote PC with 19 monitor (provide Resident Identification and alarm notification of specified exit locations), External Receiver (located at each exit requiring additional wandering resident transmitter monitoring). The Wandering Resident Alarm System shall employ safe guards against radio frequency interference and system false alarms. These safeguards shall include by not be limited to the following: An on-board threshold control (operated via firmware through the keypad on the face of the controls) shall be sued to adjust the sensitivity of the microprocessor to compensate for a high ambient noise floor and detection range adjustment. Impedance control for producing maximum power transfer from antenna coils to microprocessor. Microprocessor based receiver allows more accurate discrimination of transmitter signal. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size, DUNS and GSA contract (if any) pursuant to the NAICS code 238210. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Tuesday, April 11, 2017 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
