- Division 1 General Requirements Solicitation, Submission and Evaluation Factors, Clauses, and Provisions THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR 15, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S Army Corps of Engineers, Honolulu District plans to solicit offers for Firm Fixed-Price Multiple Award Task Order Contracts (MATOC) for Design-Build (DB) and Design-Bid-Build (DBB) Construction Services for Kwajalein Atoll, Republic of the Marshall Islands, Honolulu Engineer District (POH). The US Army Garrison, Kwajalein Atoll is located Kwajalein Atoll in the Republic of the Marshall Islands (RMI), approximately 2,135 miles southwest of Hawaii. Kwajalein Atoll is part of the Republic of Marshall Islands. The Marshall Islands is not a part of the U.S. or its outlying areas. Kwajalein Atoll is the world's largest coral atoll surrounding the world's largest lagoon. Eleven of the 100 islands comprising the Atoll are leased by the United States from the RMI government. Kwajalein Island is comprised of approximately 1.2 square miles of land mass and it the largest island in the atoll. It contains most of the Garrison's personnel and facilities, and is the hub of military logistics in the Pacific, supporting the other leased islands. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification System (NAICS) codes that will be used under this MATOC solicitation are 236220, Commercial and Institutional Building Construction and 237990, Other Heavy and Civil Engineering Construction. The small business size standard for these NAICS codes are $36.5M average annual revenue. The acquisition will utilize a two phase solicitation. One solicitation will be issued covering both phases. Phase 1 is the pre-selection phase (this phase does not include the submission of a price proposal). Evaluation factors under Phase 1 will consist of the following: Experience, Past Performance and Management Plan. Proposals will be evaluated in Phase 1 to determine which offerors will submit proposals for Phase 2 and an amendment will be issued to those selected offerors (maximum of five). The detailed project performance requirements for this project will be included in the Requests for Proposals (RFP) package during Phase 1. Evaluation factors for Phase 2 will consist of the following: Experience (from Phase 1), Past Performance (from Phase 1), Management Plan (from Phase 1), Technical Approach to Seed Project, and Price. The proposal evaluation ratings will be used to determine the most advantageous proposal to the Government. Award of the MATOC contracts will be made to the firms that provides the best value based on the evaluated non price factors and price. In making this determination, all evaluation factors other than cost or price, when combined, are significantly more important than price. The Government reserves the right to make award to other than the lowest price offeror, price and other factors considered. The Government seeks to award a target of three contracts to responsible offerors whose proposals represent the best value to the Government. The duration of the resulting multiple award task order contracts will be for 5 years. The maximum shared capacity of the MATOC is Not-to-Exceed $200,000,000. The guaranteed minimum amount for each contract will be $2,000. The minimum and maximum task order limitations will be $500,000 and $25,000,000. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. The solicitation is expected to be available on 7 April 2017. The solicitation and all amendments for this Request for Proposals will be posted on https://www.fbo.gov. No CDs or hard copies will be made available. It is the offeror's responsibility to check for any posted changes to the solicitation.
