CFD Modeling Report EDR DDR Instructions Scope of Work Past Performance Questionnaire Synopsis C-Contract for A-E Design Services for Detroit Floating Screen Structure at Detroit Dam, Oregon Solicitation No: W9127N-17-R-0055 Agency: Department of Army Office: US Army Corps of Engineers, Portland District Location: Detroit Dam and Reservoir, Oregon I. Contract Information Competition is limited to prime firms and sub-consultants owned and located within the United States. This contract is being procured in accordance with the Selection of Architects and Engineers statute (formerly the Brooks Architect-Engineers Act) as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications outlined in FAR 36.602-1 and Defense Federal Acquisition Regulation Supplement (DFARS) 236.602-1 for the required A-E services. The estimated award date is June 2017 with a design completion within 18 months of Notice to Proceed. This procurement is for civil works designs with a magnitude of construction between $25,000,000 and $100,000,000, and is a total small business set-aside. The North American Industrial Classification System Code (NAICS) is 541330, which has a size standard of $15 million or less in average annual receipts over the last 3 years. The wages and benefits of listed services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act under http://www.wdol.gov, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the Department of Defense (DOD) System for Award Management (SAM). Register via the SAM Internet Site at https://www.sam.gov or by contacting the Service Desk at 1-866-606-8220. Small business contractors are advised that the Small Business Administration recently has issued regulations giving greater latitude to small businesses joint venturing with or subcontracting to similarly situated entities. Please see 13 C.F.R. Parts 121 and 125. Project Information The contract covers the architectural and engineering services necessary for the development of a Design Documentation Report (DDR) for a downstream fish passage floating screen structure (FSS) with an estimated maximum cubic feet per second (cfs) between 2000 - 5,400 cfs in the Detroit Dam and Reservoir. For reference, this project will be similar to the Round Butte Fish Collector, which is also gravity fed and comparable in size. The DDR formatting and content guidelines, as well as the Engineering Document Report (EDR) for this project have been provided for reference as attachments and shall be used in support of the development of this DDR. The purpose of this FSS is to attract and collect juvenile fish in the Detroit reservoir. The USACE Portland District (CENWP) is simultaneously designing a selective withdrawal structure (SWS) with a weir box to provide temperature control in the North Santiam River. The weir box will be used to provide downstream fish passage until the FSS is designed and constructed. It is CENWP's intention for the flow to pass through the FSS, screen out the fish, pass through the SWS, and ultimately pass through the turbines and further down river. The fish that were separated from the flow and collected will be passed further downstream. It is anticipated that the FSS will need to be anchored to the SWS. These connections are required to maintain alignment of the system, withstand and allow vertical movement of the structure through pool fluctuations, and withstand wind and wave loads applied through the FSS. Flow entering the FSS will be passed through a v-screen. Mechanical equipment on the FSS will include dewatering screen cleaners, flow control devices through the dewatering screen, various pumps, fish separation systems, gates to divert fish to the desired holding tank, fish crowding systems, and hopper and lift details. The work required to prepare the DDR for the FSS, in accordance with ER-1110-2-1150, is to include: 1. Design analyses and calculations 2. Physical and numerical hydraulic modeling 3. CADD Drawings and a 3-D model 4. Quantity and cost estimates 5. Proposed construction schedule The selected firm will be required to follow the National Marine Fisheries Service (NMFS) Anadromous Salmonid Passage Facility Design criteria (http://www.westcoast.fisheries.noaa.gov/publications/hydropower/fish_passage_design_criteria.pdf), and the applicable USACE Engineering Regulations and Manuals, local codes, and laws. The selected firm must use Autodesk or Bentley software applications to produce drawings and BIM deliverables. All drawings produced will be in compliance with the Architectural, Engineering and Construction (A/E/C) CAD Standard as issued by the CAD/BIM Technology Center https://cadbimcenter.erdc.dren.mil/CAD. Cost estimating services provided under this contract shall comply with USACE estimating polices of ER-1110-2-1150, ER 1110-2-1302, and ETL 1110-2-573. Cost Estimates shall be approved and signed by an individual certified in construction cost estimating. The selected A-E firm will be required to develop an internal quality control plan for review and approval. The quality control plan will be required within 10 calendar days after award and be in accordance with USACE Quality Management outlined in ER-1110-1-12. The selected A-E firm also will be required to provide documents in.pdf format. Final documents will be required to be stamped and signed by a licensed engineer in the state of Oregon. The contract requires that the selected A-E Firm have online access to web-based support programs and email via the Internet for routine exchange of correspondence. III. Evaluation Criteria The evaluation board will conduct evaluations of the SF 330s submitted in response to this synopsis to establish the most highly qualified firms. Following evaluations of SF330s, the evaluation board will hold discussions with at least three of the most highly qualified firms regarding concepts and the relative utility of alternative methods of furnishing the required services. Thereafter, the evaluation board will prepare a selection report recommending, in order of preference, at least three firms that are considered to be the most highly qualified to perform the required services. The firms/teams that demonstrate highest aggregate qualifications relevant to the primary selection criteria are considered to be the most highly qualified. If two or more firms are technically equal, the secondary evaluation criterion will be used as a "tie-breaker" among technically equal firms. The above-mentioned "Project Information" will be considered in evaluation of all criteria. Criteria a-e are primary criteria and are listed in descending order of importance, and criterion f is a secondary criterion. a. Specialized Experience and Technical Competence. The board will evaluate project submissions in order to evaluate the proposed team's specialized experience and technical capabilities related to the design of downstream fish passage systems. In Part I, Section F of the SF 330, submit up to five (5) projects demonstrating similar work performed by the A-E prime or proposed subcontractors/consultants within ten (10) years of the date that proposals are due. The Government will review project information in order to determine the firm's specialized experience and technical competence with the following relevant work: • Designing downstream fish passage floating screen structures similar to the requirements set forth in the Statement/Scope of Work • Designing in compliance with NMFS Anadromous Salmonid Passage Facility Design criteria • Designing fish passage structures at dams within the Pacific Northwest • Using state-of-the-art technology Projects performed by the prime or a Joint Venture partner will receive additional consideration over those performed by other members (i.e. subcontractors or consultants) of the proposed team. b. Professional Qualifications. The Government will evaluate the professional qualifications of the personnel to be assigned to this project, taking into consideration relevant experience, education, professional engineer (PE) registration, and other professional qualifications. At a minimum, resumes for the following key disciplines must be included in section E of the offeror's SF 330: • Hydraulic Engineer • Fish Biologist • Naval Architect • Structural Engineer • Mechanical Engineer • Electrical Engineer • Cost Estimator c. Past Performance. The Government will evaluate the projects submitted in Part I, Section F of the offeror's SF 330 discussed in paragraph a. above in terms of cost control, quality of work, and compliance with performance schedules. For each project submitted in Part I, Section F of the offeror's SF 330 discussed in paragraph a. above, submit: • A completed Contractor Performance Assessment Reporting System (CPARS) evaluation, if available. • If a completed CPARS evaluation is not available, submit a completed Past Performance Questionnaire (PPQ) for the project. The standard PPQ for USACE is Form PPQ-0 (9/30/11), and is provided as an attachment to this synopsis. Offerors are advised to ensure correct phone numbers and email addresses are provided for the client point of contact. Do not submit a PPQ when a completed CPARS evaluation is available. o If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). o Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, David Dvorak, via email at David.L.Dvorak@usace.army.mil, prior to the submission closing date. Offerors shall instruct the clients to refer to the synopsis number in the subject line. o PPQs are source selection materials. All successfully submitted PPQs will receive an email confirmation upon receipt. If the offeror does not receive the confirmation, it is the offeror's responsibility to follow up to ensure the Government has received the information. Any ratings, letters of appreciation, awards, etc. provided by the offeror for these projects also will be evaluated. In addition to the above, the Government may review other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS (Past Performance Information Retrieval System) including CPARS, using all CAGE/DUNS (Commercial and Government Entity/Data Universal Numbering System) numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror's SF 330, inquiries of owner representative(s), FAPIIS (Federal Awardee Performance and Integrity Information System), or other databases; telephone interviews with organizations familiar with the offeror's performance, Government personnel with personal knowledge of the offeror's performance capability, and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. In reviewing past performance information, the Government will take into account the relevancy of the past performed work in addition to how well the offeror performed. d. Capacity to Accomplish the Work. In Part I, Section H of the SF 330, demonstrate the firm's ability to perform the work on schedule and capacity to accomplish this project. Indicate the firm's present workload and the availability of the project team (including consultants) for the contract performance period. Explain how the firm will integrate the work required under this contract with the firm's other workload, which may overlap with this required work. Firms will be evaluated on their ability to accomplish the work within the required timeframe. e. Knowledge of Locality. In Part I, Section H of the SF 330, demonstrate the firm's familiarity with the hydrologic conditions and fish patterns unique to dams in the Pacific Northwest. Firms will be evaluated on the demonstrated breadth and depth of their knowledge in this regard. f. Geographic Proximity. The geographic proximity of essential staff of firms for this project located within the boundaries of the Portland District's Area of Responsibility (AOR) will be considered in the case of equally rated firms. This evaluation will be based upon the information provided in Block 15 of the résumés provided in Part I, Section E of the SF 330. IV. Submission Information Interested A-E firms having the capabilities to perform this work must submit three copies and one CD of the SF 330 for the prime and all consultants, to the below address not later than 2:00 p.m. (PDT) on 08 May 2017. Submission Page Limitation The submission, including the SF 330 Parts I and II, shall not exceed 60 pages and should include any information the A-E firm feels may be of benefit to it in the evaluation and selection process. The submission must include a completed SF 330 Parts I and II and the firm may use its discretion on how best to present the information requested within this synopsis and attachments. Submissions exceeding the maximum page limitations will have the extra pages removed and will not be evaluated. The following are excluded from the 60-page limitation: submission transmittal cover pages, tab pages, tables of contents, signed amendments (if applicable), copies of Section I from submitted PPQs, and completed CPARS evaluations. A tab page is defined as a blank sheet used to separate the submission pages and may include a section heading. Any additional information provided on a tab page, other than section heading, will result in the tab page being counted against the 60-page limitation. The submission may be submitted on single- or double-sided sheets, but shall not exceed the 60-page limitation. Each 8½" x 11" sheet will be considered one page when printed on one side and considered two pages when printed on both sides. Printed pages and illustrations shall be legible and no larger than 11" x 17" foldouts, as appropriate for the subject matter. The 11" x 17" paper must be for the exclusive presentation of tables, figures or illustrations. Each 11" x 17" page will be considered two pages when printed on one side and considered four pages when printed on both sides.
