RFI ATTACHMENT: CSO Program Physical and Medical Standards Request For Information (RFI) DJM-17-A32-RFI-MED-0001 REQUEST FOR INFORMATION Description: The United States Marshals Service (USMS) in support of the Judicial Security Division (JSD), Office of Security Contracts (OSC) is seeking information on capabilities to perform medical reviews of over 5,200 contract employees who serve in a Court Security Officer (CSO) profession. The requirement consists of providing medical reviews and determining physical suitability for contracted employees to serve in a security capacity. The medical assessment duties include an in-depth medical review of medical examination forms, assessing in accordance with the medical requirements. The Reviewing Medical Officer/Physician (RMO) is responsible for requesting any additional medical information needed in order to complete the individualized assessment of the CSOs ability to meet these medical requirements and make a final medical qualification determination. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background: The USMS JSD is committed to the protection of the judicial process - by ensuring the safe and secure conduct of judicial proceedings and protecting federal judges, jurors and other members of the federal judiciary. This mission is accomplished by anticipating and deterring threats to the judiciary. Senior Inspectors, Deputy Marshals and Court Security Officers (CSO) provide security for federal court facilities in each of the 94 judicial districts and the District of Columbia Superior Court. The USMS contracts with private security companies to provide CSOs in federal judicial facilities. There are currently over 5,200 CSOs throughout the United States and territories. All CSO Applicants are required to pass an initial medical examination prior to performing on the contracts. CSO Incumbents are required to undergo and pass subsequent medical exams every other year (biennially). Currently Medical Exams are performed by the designated physicians of the companies holding CSO contracts. Applicant CSOs must be medically qualified before they can start performing on the CSO contract and Incumbent CSOs must be re-assessed and re-qualify every other year to continue performing. Currently Federal Occupational Health (FOH) Law Enforcement programs and the Department of Health & Human Services review CSO medical examinations, and coordinate with applicable private security contract companies concerning CSO supplemental medical information and the tracking of medical qualifications. Requested Information: The USMS is seeking information from industry to determine the market capability to perform this requirement. Interested vendors must follow the instructions below and answer these questions: 1. Does the company have the ability to medically qualify CSOs bi-annually? 2. What is the turnaround time for review of the medication examination? 3. What is the turnaround time to issue a determination for an applicant or incumbent suitability to perform? Instructions: Interested parties must submit Capability Statement responses to the Office of Security Contracts at osc.procurements@usdoj.gov, titled RFI Medical Review Services, by no later than 12:00pm (noon), Monday, April 24, 2017 and at a minimum, must include: A) Name of Company, Point of Contact Name, Company Mailing Address, Phone Number, Fax Number, and E-mail Address of designated point of contact; B) Company DUNS Number of NAICS; C) Brief narrative describing the company's current business and include a brief description of experience and services offered; D) Capabilities of company, including past performances providing similar services within the past three years, recent or current contracts; E) Recommended Strategy - Company's ability to provide services for the United States, including territories; F) Ability of company to respond with associated time frames; G) Answers to the questions above. Do NOT send proprietary information. All submissions will become Government property and will not be returned. Questions: Questions regarding this announcement shall be submitted in writing by e-mail to the osc.procurements@usdoj.gov. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the website; accordingly, questions shall NOT contain proprietary or classified information.
