- This is a Presolicitation Notice for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 5.204, "Presolicitation Notices". This Presolicitation Notice is NOT the Request for Proposals (RFP); a written solicitation document will be subsequently issued on Federal Business Opportunities (FBO) in approximately 60 days. The associated North American Industrial Classification System (NAICS) code for this procurement is 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. This is not set-aside for small business and will be competed unrestricted. The United States Secret Service has a requirement for 5.56 x 45mm rifle, equipped with full- and semi-automatic firing capability. USSS seeks to establish a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle for a period of five (5) years. The Draft Statement of Requirements is attached as reference for potential offerors and is subject to change at the time of solicitation posting. This Presolicitation notice is associated with a Request for Information notice posted March 11, 2016. The anticipated award will be made in Fiscal Year 2018. It is recognized that one or more of these devices meet definitions stipulated in 18 U.S.C. § 921(a)(24), are thus a National Firearms Act firearm as defined under 26 U.S.C. § 5845 and subject to controls of the National Firearms Act 26 U.S.C., Chapter 53, §§ 5801-5872, and that the US Secret Service is a qualified United States agency, as specified in 26 U.S.C. § 5852. As a part of the Request for Proposals, samples will need to be shipped via common carrier to the United States Secret Service. This requirement is subject to all applicable laws and regulations set forth by the National Firearms Act and any other Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regulations associated with the purchase and sale of firearms.
