Description
The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W15QKN-17-R-0015 for the manufacture and delivery of M751, M775, and M781 Point Detonating (PD) Practice Fuzes. These Fuzes shall be provided to Load/Assemble/Pack (LAP) facilities for use on mortar cartridge ammunition for the U.S. Army and Marine Corps. The M751 is a single safe PD fuze for use on the M879 81mm Full Range Practice Cartridge (FRPC). It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic smoke composition charge of 16 grams. The M775 is a single safe PD fuze for use on the M769 60mm FRPC. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic smoke composition charge of 12 grams. The M781 is a single safe PD fuze for use on the M931 120mm FRPC. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through the mortar boom assembly. It has a pyrotechnic smoke composition charge of 16 grams. The M751/M775/M781 PD Fuzes shall be manufactured, inspected, assembled, packaged and delivered in accordance with the Government Technical Data Packages (TDP) and applicable contract requirements, which will be available upon solicitation release. Competition for this effort will be restricted within the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3 (a)(2)(i), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. Offeror(s) receiving an award will be awarded a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to make up to two awards. Each contract will include five one-year ordering periods. The Government intends to procure up to approximately 3,818,000 total Fuzes. Delivery orders will be competed amongst contractors selected for award. This requirement involves technical data marked "Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only." Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for Government's consideration to provide the TDP. Please note this notice does not constitute a Request for Proposal (RFP). The anticipated award is scheduled for September 2017. It is expected that the solicitation will be posted in February 2017.
