- Modification to correct the response due date to April 24, 2017. Synopsis: THIS IS AN INTENT TO AWARD A SOLE SOURCE CONTRACT. The Centers for Medicare and Medicaid Services (CMS) intends to negotiate on a sole-source basis with the incumbent Contractor, The MITRE Corporation, for a 15 month extension of the CMS Alliance to Modernize Healthcare (CAMH) Federally Funded Research and Development Center (FFRDC), Indefinite Delivery Indefinite Quantity (IDIQ) contract while the contract is re-competed. Authority for this sole-source is found under FAR Subpart 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. Upon completion of the negotiation, a modification will extend the contractual period of performance from September 27, 2017 - December 31, 2018. This extension will provide flexibility to meet new mission requirements during the procurement process and to transition as applicable. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. CMS will NOT be responsible for costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. Description: CMS, in conjunction with the Department of Health and Human Services (HHS) and its Operating Divisions (OPDIVS), sponsors the CAMH FFRDC. As the Primary Sponsor of the FFRDC, CMS administers the FFRDC on behalf of CMS and HHS and its Staff and OPDIVS. The purpose of the CAMH FFRDC is to support the core missions of CMS and HHS by providing unbiased advice and assistance in the areas of policy, business, operations and technology, "neutral" strategic and tactical studies, analysis and proofs-of-concept of policy implications, business architecture, potential operations models and IT solution options from a trusted, objective and conflict-free source. The FFRDC is operated by the MITRE Corporation under IDIQ contract HHSM-500-2012-00008I. The current period of performance of the CAMH FFRDC IDIQ is September 27, 2012 to September 26, 2017. As a result of a comprehensive review completed in accordance with Federal Acquisition Regulation (FAR) Section 35.017, a determination has been made that there is a continued need for the FFRDC and that the contract will be re-competed. While the contract is being competed, the existing contract with MITRE will be renewed for 15 months to provide flexibility to meet new mission requirements during the procurement process. Award of the new FFRDC IDIQ contract is anticipated by September 2018. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Jennifer Hennessy by email at jennifer.hennessy@cms.hhs.gov no later than 11:00 AM EST on April 14, 2017. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
