- Pre-Solicitation Notice NIH CC Patient Call Communication System The National Institutes of Health Clinical Center (NIH CC) is seeking a Patient Call Communication System. The purpose of this announcement is to provide a Pre-Solicitation Notice in advance for the release of Solicitation Number NIHCL2017072. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. The National Institutes of Health Clinical Center (NIH CC) is the federal government's research hospital under the Department of Health and Human Services. The hospital is located in Building 10 on the NIH's campus in Bethesda, MD, a 4.6 million square foot complex comprised of three interconnected buildings. Three of these buildings house hospital departments and services. These include the Warren Grant Magnuson Building, the Ambulatory Care Research Facility (ACRF) and the Mark O. Hatfield Clinical Research Center (CRC). National Fire Protection Association (NFPA) defined occupancies for Health Care and Ambulatory Health Care account for 1.49 million square feet of space within the complex. In addition, the clinics as partners in care account for 1.3 million square feet. The NIH CC employs approximately 2,000 full time employees across 30 different departments. The hospital is a 200 bed hospital with 15 outpatient (OP) clinics and 82 day-hospital stations. A Nurse Call Communication System is required for routine communication between a patient and clinical staff and amongst clinical staff. As the primary concern is to facilitate improved communication with and about the patient, for the purposes of this procurement, the system will be referred to as the NIH CC Patient Call Communication System. An integrated NIH CC Patient Call Communication System is required to manage communications between patients and nurses and amongst the clinical staff in order to minimize response time to patient calls, increase staff effectiveness and ensure patient safety. The NIH CC is seeking a contractor who can provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform IT/Phone Infrastructure Hardware, Nurse Call Hardware, Cabling, Wireless Devices, Software, Implementation Services and continuous Maintenance Support for the Patient Call Communication system as defined in the anticipated solicitation, except for those items specified as government furnished property and services. An Indefinite Delivery/ Indefinite Quantity (IDIQ) with Firm Fixed Price Delivery Orders/ Task Orders placed against the contract is anticipated. It is anticipated that the Period of Performance for the proposed IDIQ Type Contract shall include one 12-month base period and four 12-month option periods. This is not a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. This advertisement does not commit the Government to award a contract. The solicitation will be issued in accordance with FAR Part 15, Contracting by Negotiation. The RFP will be available on the FedBizOpps Web page at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments. No paper copies will be available. Notices of any modifications/amendments to this FedBizOpps procurement announcement will be posted on the FedBizOpps. The offeror is responsible for monitoring the FedBizOpps Web page for the release of the solicitation and any amendments. The RFP will be available from the FedBizOpps on or about April 21, 2017. Offerors must submit all technical and business questions/responses concerning this synopsis/solicitation electronically to the points of contacts specified in the FedBizOpps announcement.
