- Questions/Answers Amendment 1 This project is being performed on the Red River Ranger District of the Nez Perce-Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed program. Newsome Creek Reach 2 has been diverted out of its historic channel as a result of past mining operations, negatively impacting the existing floodplain and riparian environment. The purpose of this project is to improve channel morphology and stream function utilizing as much of the restored valley bottom and floodplain as feasible and to increase fish habitat primarily through the use of stream habitat features (pools, riffles, glides, etc.) and large woody debris. In general, the project consists of the following components: access management; earthwork operations for construction of channel diversion structures, constructed channel segments, off-channel habitat, and floodplain swales; sod harvest, replant, and storage; construction of habitat structures; addition of floodplain roughness, logs, and slash; and coordination with the Forest Service Contracting Officer (Government) or their representative for dewatering and fish salvage, re-vegetation, and adherence to various site controls. Specifically, this project requires construction activities to improve habitat on 1.1 miles of channel. Approximately 4310 feet of the previously straightened channel shall be rebuilt. Contractor shall construct 3 channel diversion structures, add off-channel habitat, install 16 key wood structures and a connecting system of wood, protect stream banks through the construction of 850 linear feet of brush fascines and add roughness (logs and brush) to 7.8 acres of floodplain. Contractor shall perform this work and all other incidental items necessary to complete the project in accordance with the plans and specifications. In-stream equipment operation window: July 15 - Sept 30. Project completion deadline: October 30, 2017. This project is located on Newsome Creek in Idaho County, Idaho upstream of the Newsome Town Site, approximately 10 miles northwest of Elk City, Idaho. Access to the site is from Idaho State Highway 14 to Newsome Creek Road 1858 which passes through Newsome Townsite. Beyond Newsome Townsite, past MP 7 of Road 1858, a 0.9-mile long, gated, primitive access route takes of sharply uphill and to the right providing access to the project. Motorized access is prohibited. The project site is located approximately 0.9 miles from the gate. It is estimated that the solicitation package will be available in March and should be downloaded from this website at that time. No formal pre-bid tour is planned; however, site photos have been provided and detailed drawings and specifications will be included with the solicitation. Snow, high water, and saturated ground conditions typically restrict equipment access until early July. The estimated price range for the project is $250,000-$500,000. Bid guarantees will be required for 20% of the offer value. This procurement is being set-aside 100% for small business. Contractor shall furnish all labor, materials, equipment, supplies (other than those listed as Government-furnished items) and supervision necessary to complete the work according to the contract. Solicitation was amended 4/10/2017 to clarify how the excavated material from the newly constructed channel (Bid Item 9) is to be handled and the how the contractor shall be compensated for the associated work.
