- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation (Reclamation), National Park Service (NPS), Bullhead City (City), Mohave County, and Clark County have agreed to develop the Arizona Heritage Trail. The Trail Design Review Team will consist of members from each of these organizations and be coordinated by Reclamation. The approximately 3.6-mile-long Trail will run along the Arizona side of the Colorado River from the top of Davis Dam to the AZ State Route 68/NV State Route 163 Bridge (Laughlin Bridge). The Trail will have 6 spur trails, a 2,100 foot long adventure trail, and optional alternative trail section. The following generally describes the types of tasks included under this contract: -Prepare full architectural and engineering construction drawings and technical specifications for the Arizona Heritage Trail. -Develop a detailed project schedule and cost estimates. Create design concepts and multi-color architectural renderings and sketches for presentations to the Trail Design Team. -Assist Reclamation in the Corps of Engineers permitting -Option of construction support for drawings and specification questions and oversight services. -Complete documentation regarding Reclamation ¿s Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings ¿ Existing Buildings (GP). Reclamation is seeking A&E services over a nine month performance period from firms with expertise: -Landscape Architect and Civil Engineer Licensed in Arizona and Nevada -Experience 10 years of experience in designing outdoor trails systems. -Experience in selecting appropriate plant material for the unique desert environment of the project site. -Experience in Universal design to insure the project meets all Federal and State Accessibility requirements. -Experience or training on dealing with invasive specifies such as Salt Cedar. -Experience in Lower Colorado River Valley hydrology, drainage and erosion control design -Experience in implementation of Finding of No Significant Impact (FONSI) and Biological Opium, and Cultural requirements into design and construction contract documents. -Design and Construction Management experience with Southern Nevada Public Lands Management Act (SNPLMA) -Experience in designing trail systems with; partnerships that include various landowners, Bureau of Reclamation Bureau of Land Management, and National Park Service and various federal, state, county, city stakeholders -Experience in designing custom fabricated recreational amenities that demonstrate the uniqueness of the projects site and reflect the Colorado Greenway Heritage Park and Trail standard of design created in the first phase. -Experience in creating similar trail systems using local materials found at the project site. -Experience with Federal Facility Security requirements. -Experience in analysis and recommendations for: o Usability - creating spaces accessible for all visitors o Aesthetics - designing features that fit into the natural beauty of the Colorado River region o Customer Ingress and Egress - providing adequate access to river improvements with space o Maintenance - durable, available material designed features with low maintenance and low maintenance landscape material in mind o Long Term Viability - spaces created with fixture use and estimated growth capabilities -Extensive experience and qualifications in: o Engineering o Landscape Architecture o Hydrology o Corps of Engineering Permitting o Universal Design/Accessibility o Water Pollution Control Management training o Grading and drainage o Right-of-Way/Easements o Environmental Impact Evaluation and Mitigation o Utility Coordination o Public Stakeholder Input o Preliminary Construction Plans/Construction Plans o Specifications o Cost-Estimating o Demolition of existing infrastructure o Flood Control Features Responsible, A&E firms are welcome to submit a capability statement on or before April 24, 2017 by 4:00 PM PST.
