Description
Sources Sought-Attachment A Project Description The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to replace a 3600 ton 3 fan (50 hp) field erected tower with three (3) each factory assembled 1110 ton single fan (50 hp) towers in two separate phases. Upon completion of the project, the equipment shall be connected to the common building condenser water piping and DDC (BAS) Building Automation System. The Place of Performance is at the Cabell Federal Building/Courthouse, 1100 Commerce St, Dallas, TX. The Contractor will have 45 days to complete the work after the equipment arrives on site. All work shall be completed within 240 calendar days of Limited Notice of Proceed. The cooling tower requirements are as follows: New Cooling Tower Requirements: •Equal or better than BAC, Evapco or Marley Cooling Towers •Minimum 1110 tons 3 GPM per ton •Maximum 50 HP Fan Motor •EWT/LWT (F) 96/86 •78 degf Wet Bulb •GPM- 3330 @1110 tons •Motor Davit for each tower •Belt Drive Cooling Tower Fan (No gear box on these towers) •Service work platform for servicing fan motors and bearings, vibration switch(es), safety railings & ladders(OSHA Compliant) •Electric sump heaters •Fan Motors-Shaft Grounding Rings •316 stainless upper and lower section •Cooling tower operating weight shall not exceed 40,500 lbs (per tower). The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220; the associated small business size standard is 15 million. The magnitude for this project is between $1,000,000 to $5,000,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) In order to demonstrate successful experience as a General Construction (GC) Contractor and/or as Plumbing, Heating, and Air Conditioning contractor, please provide at least three but no more than five similar cooling tower removal and installation projects (3,000 ton or larger) substantially completed within the past five years from the issuance of this Sources Sought utilizing Attachment A. Detailed summaries that clearly demonstrate how the characteristics of the projects relate to the characteristics of this proposed project shall be provided. The total project construction cost at award of the similar projects must not be less than $750,000.00. GSA requests that potential sources only submit the minimum information necessary. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT), Tuesday, April 18.
