- Performance Work Statement for Facilities and Equipment M&S SOURCES SOUGHT NOTICE Facilities and Equipment Maintenance and Service (M&S) Acquisition W912DY-17-R- 0043 This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government to an ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. 1. PROJECT INFORMATION: The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) is seeking to execute a multiple award indefinite delivery/indefinite quantity (IDIQ) contract valued at $425 million (M) for facilities and equipment maintenance and service (M&S) requirements using North American Industry Classification System (NAICS) 561210 (Facilities Support Services). The Small Business Size Standard is $38.5M. These contracts will have a five year ordering period. These services will be provided to multiple Army and other Department of Defense (DoD) organizations within, and outside, the continental Unites States. The contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and services for Army buildings and structures. 2. ANTICIPATED MAINTENANCE COVERAGE: The facilities, equipment, and systems expected to be covered under this contract are as follows: a. Access Control Points (ACP) i. ANTICIPATED SERVICES : The following services are anticipated to be required in support of these maintenance efforts: a. Scheduled maintenance and unscheduled maintenance via a service order process b. Repair/Replacement/Modernization c. Install/Integrate missing equipment required by standard or to ensure proper facility function d. Equipment inventories e. Reporting as required f. Equipment and Facility Condition assessments g. Specific Requests for Information h. Data Collection, Analysis and Recommendations i. Create and Manage Equipment and Informational Databases (simple thru complex) j. Identification and/or validation of problems and deficiencies k. Preparation of work plans describing method of correction/repair, actual execution of work plan to repair failed or failing systems and associated equipment l. Facility management support m. Project Management n. Central monitoring services o. Minor construction management within or exterior to a facility or within an ACP footprint p. Development of preventative maintenance plans q. Development of recommended spare parts lists, r. Management of Spare Parts s. Other activities associated with operation, maintenance, and repair t. Support of Equipment and System Commissioning efforts u. Planning and Surveys v. Training w. Cleaning x. Conformance with the requirements of the Unified Facilities Guide Specifications (UFGS) and Unified Facilities Criteria (UFC) as per the performance work statement issued with each task order award, and/or other applicable codes and standards. y. Integrate the use of the Service Order Requirements Management System (SORMS) as required. z. Minor Work Plan development aa. Provide a 24 hour help desk 4. POTENTIAL PERFORMANCE AREAS OUTSIDE THE CONTINENTAL UNITED STATES (OCONUS): Turkey, Kuwait, Qatar, Saudi Arabia, United Kingdom, Belgium, Bahrain, Jordan, Netherlands, Luxembourg, Germany, Italy, Japan, Korea, Guam, Puerto Rico, Okinawa, and Australia. OCONUS work is expected primarily for Access Control Point (ACP) related work. 5. SUBMISSION REQUIREMENTS: Interested firms must provide a capability narrative indicating your firm's experience and qualifications with similar types of services, as well as the prime contractors name, address, and points of contact phone numbers and email addresses. Describe your company's general management and technical capabilities to manage maintenance service operations concurrently over a wide geographical area in multiple areas of expertise as described above. Include short descriptions of management capabilities, logistical capabilities, management/information systems and sub-contracting capabilities. 2. Provide a short description of your Safety and Quality Control organization and approach to each. 3. Provide a short description of in-house engineering and/or technical capabilities. 4. Provide a short description of in-house contracting capabilities. 5. Provide a short description of the day to day management approach to managing maintenance and service on a daily basis. 6. Provide information on your established satisfactory record of completion of similar contracts within the United States (i.e. sufficient equipment, personnel, organizational, financial, and technical capability) within the past five years. 7. Does your firm possesses, or has the ability to possess, the required licenses, permits, and certifications to perform work in all 50 states? List any states you cannot perform work in. 8. Provide information on your established satisfactory record of completion of similar contracts within in the OCONUS locations listed (i.e. sufficient equipment, personnel, organizational, financial, and technical capability) within the past five years. Submissions for similar OCONUS locations are acceptable if you have not operated in the countries listed above. Identify if a project involved compliance with Status of Forces Agreements (SOFA) agreements. 9. Do you have sufficient expertise to comply with and manage SOFA in the countries listed above? 6. VIRTUAL INDUSTRY DAY: The Facilities and Equipment M&S Virtual Industry Day will allow the Government to provide valuable information to industry regarding the acquisition, answer any questions concerning the requirement and planned acquisition approach, and receive buy-in from industry. The agenda will consist of an overview of the Scope of Work, planned acquisition strategy, tips and best practices for Small Business, and a Question and Answer (Q&A) session.
