- SOURCES SOUGHT ANNOUNCEMENT PERFORMANCE WORK STATEMENT This is a Sources Sought Announcement (SSA). This is NOT a Request for Proposal (RFP), a Request for Quote (RFQ) or an Invitation for Bid (IFB). This SSA does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The U.S. Army Contracting Command - Rock Island (ACC-RI) is conducting a Sources Sought Announcement in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify ALASKAN NATIVE CORPORATIONS (ANC) that have the skills, experience, knowledge, and capabilities required to perform the following requirement: Information Technology (IT) staff augmentation services for Army Sustainment Command (ASC). These services are not provided by other Army service providers, and are outside the scope of daily IT services provided to ASC from the local Network Enterprise Center-Rock Island Arsenal (NEC-RIA). The scope of this contract includes Enterprise Management, Equipment Accountability and Loan Pool, Special Events and Ceremonies, Systems Analysis, and Portfolio Management and Enterprise Architecture Services performed in support of Headquarters (HQ), ASC and subordinate units. The Period of Performance will consist of the following: Transition Period: 31 AUG 2017 through 30 SEP 2017 Base Period: 01 OCT 2017 through 31 JUL 2018 Option Period 1: 01 AUG 2018 through 31 JUL 2019 Option Period 2: 01 AUG 2019 through 31 JUL 2020 Option Period 3: 01 AUG 2020 through 31 JUL 2021 Option Period 4: 01 AUG 2021 through 31 JUL 2022 The U.S. Government is seeking Capability Statements that may lead to the award one (1) firm fixed-price contract to the responsible contractor whose Capability Statement is found technically acceptable and has the lowest price determined to be fair and reasonable. Capability Statements will be evaluated based on two factors, Technical (including subfactors) and Price. The Government reserves the right to limit the competitive range for the purposes of efficiency or to award without discussions. The Government may select a responsible ANC contractor for award who's Capability Statement conforms to the Sources Sought Announcement and Performance Work Statement (PWS) and is determined to be the most advantageous to the Government, price and other factors considered. The descriptions of what constitutes Acceptable and Unacceptable are as follows: Technical Acceptable/Unacceptable Ratings Rating - Acceptable Description - Capability Statement clearly meets the requirements of the Sources Sought Announcement and Performance Work Statement. Rating - Unacceptable Description - Capability Statement does not meet the requirements of the Sources Sought Announcement and Performance Work Statement. The Government will evaluate the Capability Statements overall Technical Factor on an Acceptable/Unacceptable basis. In order for a contractor's Capability Statement to be considered for evaluation, a contractor must be found "Acceptable" for the Technical Factor; i.e. must be found to be a valid ANC. If a Capability Statement either does not clearly state the contractor is an ANC and/or if a contractor is found not be a current ANC, the entire Capability Statement may be rendered Unacceptable and therefore removed from consideration for evaluation. 1. TECHNICAL FACTOR: (Valid) Alaskan Native Corporation Status. 1.1. SUBFACTOR 1: Mission Capability. 1. The capability statement clearly identifies the contractor's status as an Alaskan Native Corporation Owned Firm as well as provides the Government with their SBA 8(a) Case Number, Entrance Date and Exit Date. 2. The capability statement shall clearly identify the contractor's proposed methods and techniques for completing each task as defined in the Performance Work Statement (PWS). The capability statement shall clearly demonstrate that the contractor has the ability to meet all tasks as by 31 AUG 2017. 3. The contractor acknowledges that the following PWS tasks shall occur utilizing a phased-in approach: • Performance of the following PWS tasks shall begin on 01 SEP 2017: C.2.2. Equipment Accountability and Loan Pool C.2.3. Special Events and Ceremonies • Performance of the following PWS task shall begin on 25 MAR 2018: C.2.1. IT Specialized Services • Performance of PWS tasks shall begin on 28 MAY 2018: C.2.4. Systems Analysis and Support C.2.5. Portfolio Management and Enterprise Architecture 2. SUBFACTOR 2: Management Plan. 2.1. The capability statement shall include a Quality Control Plan (QCP). The QCP shall provide at a minimum, the procedures for all performance requirements outlined in the PWS. 2.2. The capability statement shall also demonstrate an acceptable strategy to increase in operational capacity in the event that a surge for one or all tasks identified in the Performance Work Statement. 2.3. The capability statement shall demonstrate an understanding of the requirements found in PWS paragraph C.1.2 TRANSITION (a) (b). 2.4. The capability statement shall provide a synopsis of the contractor's proposed strategy for effectively addressing the requirements found in PWS paragraph C.1.4 PERSONNEL. 2.5. The capability statement shall provide a synopsis of the contractor's proposed strategy for effectively addressing the requirements found in PWS paragraph C.1.3. SECURITY. 3. FACTOR 2: Price. The FAR requires that contracts be awarded at prices that are fair and reasonable. The Contracting Officer is responsible for the determination of price reasonableness. The Government will evaluate price reasonableness IAW FAR 15.404-1(b); the Government may use any one or a combination of the techniques listed at FAR 15.404-1(b) (2) to determine the price fair and reasonable. The Government expects adequate price competition (FAR 15.404-1(b) (2) (i)); therefore, a comparison will be made of prices received. However, the Government also reserves the right to require submission of data other than certified cost or pricing data adequate to determine the reasonableness of an offer if competition is inadequate for that purpose. ANC's are encouraged to notify the U.S. Government of their interest in the above requirement by supplying a Capability Statement, inclusive of pricing, sufficient enough in detail for the Government to determine the contractor's potential for successful performance of the requirement as stated in the Sources Sought Announcement and Performance Work Statement. This Sources Sought Announcement serves as market research only, not a firm commitment on the part of the U.S. Government nor does it constitute an order. As stated above, The U.S. Government is seeking Capability Statements that may lead to the award one (1) firm fixed-price contract to the responsible contractor whose Capability Statement is found technically acceptable and has the lowest price determined to be fair and reasonable.
