This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. Background: The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The Neuromuscular and Neurogenetic Disorders of Childhood Section's clinical research revolves around molecular mechanisms underlying early onset muscle disease (congenital muscular dystrophies, congenital myopathies and reducing body myopathy). The goal is to identify the genetic and cellular mechanisms in these conditions in order to develop strategies for molecular-based treatments. This microscope will be dedicated to the viewing and diagnostic analysis of muscle biopsy slides, their digital documentation and demonstration during case discussions. Due to the requirement to read muscle biopsies weekly, the imaging software and camera lenses are of great importance. Purchase Description: The offeror must provide equipment that offers the ability to analyze live imaging, following stage movements to create real-time panoramic images. as further detailed below. The position navigator of the offerors instrument shall be able to create a map to enable the user to keep track of his or her location with the specimen. In addition, the instrument must offer: 1.LED illumination which provides over 10,000 hours or operation (ten times more than halogen sources). 2.A coded nosepiece with controls light intensity automatically as the objective magnifications are changed. 3.A fine focus handle which is removable for accommodating multiple users. 4.A trinocular head which accepts a digital camera. 5.The stage coaxial controls allow for the adjustment of the tension of the X-Y axis. 6.The microscope is modular, allowing for future upgrades such as the addition of fluorescence. 7.The stage can be rotated side-to-side. 8.There is an ergonomic second viewer observation tube. Purpose and Objectives: The purpose of this acquisition is to procure an Olympus histology microscope with 5 Objectives, Dual View setup and digital camera, brand name or equivalent. Anticipated Contract Type: A firm fixed price purchase order within the Simplified Acquisition threshold is anticipated. Place of Performance: The required equipment shall be delivered and installed inside the Building 10, Rm. 2B39B at the NIH Main Campus, 9000 Rockville Pike, Bethesda, MD 20892. Delivery shall be coordinated with the program office prior to shipment. Capability Statement: Contractors that believe that they possess the ability to provide the required equipment, warranty, and installation should submit documentation on their ability to meet each of the project requirements to the Contract Specialist.
